Duties/ Responsibilities

The Financial Management System (FMS) project team, which is currently staffed by the Division of the Budget (DOB), is in the process of merging with the Office of the State Comptroller's (OSC) Future of the Central Accounting System (FOCAS) project team to form the new State Financial System (SFS). As part of this merger, DOB and OSC are working to create a new integrated team, which includes the development of a new organizational structure.

As part of the Organizational Readiness Unit within the SFS Project and under the direction of a Business Systems Analyst 2, the Business Systems Analyst 1 (BSA 1) works with specific targeted state agencies to serve as the single point of contact throughout the agency's transition to SFS. Each agency will designate an implementation team that will be responsible for activities such as modifying agency systems, training, and testing interfaces.

The BSA 1 is responsible for ensuring that the agency-specific activities are properly defined and the agency is prepared for the transition to SFS. The BSA 1 applies a wide range of specialized knowledge, skills, tools and techniques to elicit, analyze, communicate and validate system readiness for the agencies.

The BSA 1 assigned to a group of agencies may also perform enterprise analysis; business intelligence functions; promote business analysis organizational maturity; and develop, communicate, and maintain methodology and standards to promote a consistent approach to business analysis across the enterprise.

Illustrative duties include, but are not limited to the following:

- Works with the Business Operations and System Integration Teams and with the SFS Program consultants to assist in development of Agency Preparedness Plans that outline activities that need to be completed prior to transitioning to SFS.

- Develops relationships with key resources within assigned agencies and maintains continuous contact with them throughout the transition period to support, track and monitor progress against identified Preparedness Plans.

- Assists in defining processes to capture and resolve agency Q&A and issues, as well as monitor risks.

- Coordinates agency activities with SFS Project teams to ensure agencies have information they need in a timely fashion.

- Tracks lessons learned from each agency to influence future planning activities.

- Contributes to the development and execution of agency readiness assessments to develop an informed go or no-go decision.

- Reviews and influences agency-wide communications strategies and effective change messaging within the SFS Business Operations Team.

- Researches and gathers requirements by conducting individual or group interviews, distributing surveys, and reviewing documents; documents the current or "as-is" state of the business process or function; creates flowcharts and process models describing functions; develops test data and scenarios, tests system functions, and documents the results.

- Documents business process deficiencies requiring resolution during or after implementation.

Minimum/Preferred Qualifications

Candidates must be reachable on the Business Systems Analyst 1, G-18, Civil Service eligible list OR have one year of permanent competitive service as a Business Systems Analyst 1, G-18. Also open to NYS employees at or above G-18 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Administrative Assistant, G-18; Agency Training and Development Specialist 1, G-18; and Contract Management Specialist 1, G-18.

Preferred Qualifications:
- A bachelor's degree.
- A minimum of five years experience managing complex projects, preferably IT-related projects.
- PMP/PMI training or certification.
- A focus on customer service.
- A high level of attention to detail, ability to organize and prioritize tasks and meet deadlines.
- Ability to solve complex analytical challenges, analyze information, and make recommendations based on analysis.
- Excellent written, verbal, organizational, and presentation skills.
- Ability to influence peers and executive management.
- A strong business acumen, outstanding communication and interpersonal skills with an ability to build key relationships with business and IT leadership and external vendors.
- Proficiency with Microsoft Office suite of products.
- A continuous improvement mind-set.
