Duties/ Responsibilities

This position is in the Higher Education Services Corporation's Finance Division. The Program Research Specialist 4 provides technical leadership for the establishment, design and maintenance of the Research Analysis & Information Management (RAIM) Unit's data and analysis systems, and for the development of projections using guaranteed loans, grants and scholarships budget estimation models; provides policy analysis, statistical data, and computer programming support for internal and external audiences, which include HESC staff, and staff from the Division of Budget (DOB), the Governor's office, the Legislature, and other state agencies; provides overall supervision and assignment coordination of RAIM research and computer program analyst staff; and assists in developing staffing, budgeting and workload plans to meet division and agency goals.

Minimum/Preferred Qualifications

This position is open to current New York State empoyees only.

For Permanent Appointment:

Candidates must have at least one year of permanent competitive service (or permanent competitive service under Section 4.11) as a Program Research Specialist 4 or be eligible for transfer under Sections 52.6 of New York State Civil Service Law to the title of Program Research Specialist 4.

For Provisional Appointment:

Candidates must have at least one year of permanent competitive (or permanent competitive service under Section 4.11), non-competitive, or 55-b/55-c service:

A. as a Program Research Specialist 3 or a Program Research Specialist 3 (Various Parenthetics);*

OR

B. at a Grade 23 or higher, in a position where 50% of the duties involve agency program research and analysis, utilizing sampling and data collection toward the qualitative and quantitative interpretation of data. Individuals must also possess 12 undergraduate and graduate semester credit hours in statistics, economics, econometrics or research methods.*

*NOTE: Candidates who apply for appointment must have taken and passed the written portion of the Program Research Specialist 4 exam held on December 5, 2009, and must be reachable on the resultant Civil Service eligible list once established.
