Duties/ Responsibilities

The Financial Management System (FMS) project team, which is currently staffed by the Division of the Budget (DOB), is in the process of merging with the Office of the State Comptroller's (OSC) Future of the Central Accounting System (FOCAS) project team to form the new State Financial System (SFS). As part of this merger, DOB and OSC are working to create a new integrated team, which includes the development of a new organizational structure.

As part of the SFS Program's Project Management Office staff, the incumbent will apply a wide range of specialized knowledge, skills, tools, and techniques to direct and coordinate human and material resources at all phases of a project--origination, initiation, planning, execution and control, and closeout. The incumbent will require the skills and abilities to balance competing demands and mitigate risks to ensure the delivery of an acceptable product to the program's stakeholders and the program's sponsors that is within budget, scope, time and quality standards.

The incumbent will coordinate projects of small or medium scope or assist in coordinating portions of a larger project.

Illustrative duties include, but are not limited to, the following:

- Develop or use pre-existing project management plans and documents to coordinate and support the activities of a project team.
- Participate in reviewing project proposals or plans to define basic scope statements and document basic project requirements.
- Determine project start and end dates and establish critical milestones within the project schedule.
- Record and report schedule progress using MS project 2003 and project expenditures.
- Record quality metrics concerning the project and produce performance.
- Compile project reports and communicate project status.
- Interact with stakeholders and coordinate the activities of the project team to ensure that the project objectives are met.
- Design, develop, and/or refine templates to support project management.
- May train agency staff in basic project management processes and tools.
- Prepare project portfolio or project inventory reports.
- Organize and maintain a project management library, project tools repository, or a project management website.
- Assess project issues and risks.
- Assist a higher level Project Manager or program area manager on more complex projects.
- Assist in the maintenance of the MS Project schedules: schedule tasks, deadlines, milestones, predecessors/successors, resources, and baselines.

Minimum/Preferred Qualifications

Candidates must be reachable on the Project Manager 1, G-23, Civil Service eligible list OR have one year of permanent competitive service as a Project Manager 1, G-23. Also open to NYS employees at or above G-21 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Information Technology Specialist 3 (and all parenthetics), G-23; Business Systems Analyst 2, G-23; or Program Technology Analyst 1, G-23.

Preferred Qualifications:
- Bachelor's Degree.
- Four years of project management experience.
- Two years of experience using MS Project that includes advanced knowledge and experience using MS Project to schedule, track, and report on projects.
- The ability to constantly balance schedule, quality, scope and budget, and continually monitor project activities against project critical parameters to accommodate changing requirements and ensure that project goals and objectives are successfully met.
- Knowledge and experience with the various methodologies, principles, and tools of project management.
