Duties/ Responsibilities

The Financial Management System (FMS) project team, which is currently staffed by the Division of the Budget (DOB), is in the process of merging with the Office of the State Comptroller's (OSC) Future of the Central Accounting System (FOCAS) project team to form the new State Financial System (SFS). As part of this merger, DOB and OSC are working to create a new integrated team, which includes the development of a new organizational structure. This position will report to the Help Desk Supervisor.

Illustrative duties include, but are not limited to, the following:

- Work with functional and technical area experts and others as needed to develop a comprehensive knowledge of business processes, system application and development.
- Learn and understand the functionality among the different Statewide Financial System (SFS) modules.
- Communicate regularly and effectively with Statewide Financial System (SFS) project team members, staff from the Chief Information Officer/Office for Technology (CIO/OFT), OSC's CIO, Vendor Management and Outreach Unit staff on the development of Help Desk procedures and guides as needed.
- Identify and evaluate software, tools and resources to determine potential benefits and uses in the Help Desk function.
- Plan and implement other software, tools and resources to assist in the Help Desk function.
- Develop Help Desk procedures and guides, update these as needed as the Project moves toward implementation, and maintain these after implementation.
- Participate in appropriate training, workgroups and agency meetings.
- Establish and maintain a working knowledge of the system's screens, navigation, procedures, and processing requirements.
- Establish a mechanism to stay abreast of system information, problems, changes, and enhancements.
- Support users in the implementation and use of the new system including, but not limited to, screens, access, and reports.
- Identify and analyze common or related problems and make recommendations to business and technical staff for system adjustments to address and resolve problems.
- Track incidents and responses and analyze solutions to improve Help Desk responsiveness.
- Prioritize issues and route to appropriate internal or external resources.
- Coordinate interaction between end-users, SFS, OSC and CIO/OFT staff to ensure successful resolution of issues.
- Provide courteous, timely responses to all help desk inquiries.
- Analyze help desk inquiries to identify possible training opportunities or system problems with the new Statewide Financial System and to identify potential system or performance issues for audit within SFS or at agencies.
- Conduct system or performance audits based on analysis of help desk inquiries.
- Compare processes of comparable agencies in order to identify best practices.
- Assist in risk assessment and audit planning for SFS, OSC, CIO/OFT or other agencies.
- Evaluate systems and processes to ensure proper and effective controls and/or identify weaknesses.
- Prepare work papers to document findings and conclusions.

Minimum/Preferred Qualifications

Candidates must be reachable on the Business Systems Analyst 1, G-18, Civil Service eligible list OR have one year of permanent competitive service as a Business Systems Analyst 1, G-18. Also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Administrative Assistant, G-18; Agency Training & Development Specialist 1, G-18; and Contract Management Specialist 1, G-18.
