Duties/ Responsibilities

Reporting to the Executive Director, the Clinical Director is responsible for the administration of all clinical programs and for the delivery of all clinical services including psychiatric, medical and medical/ancillary services by psychiatric and medical staff and consultants. The Clinical Director works with the Executive Cabinet, clinical and medical staff to ensure the facility is in compliance with all external and Office of Mental Health (OMH) standards, rules and regulations. The Clinical Director has primary responsibility for developing, updating and implementing facility-wide clinical policies and procedures in accordance with standards of the Office of Mental Health, Centers for Medicare and Medicaid Services, The Joint Commission and other external accrediting bodies.

Minimum/Preferred Qualifications

Board Certification in Psychiatry issued by the American Board of Psychiatry and Neurology or clearly equivalent certifying body; and

A minimum of seven years of extensive professional experience providing services to people diagnosed with mental illness (two years must have been in a position comparable to a Clinical Chief of Service in the New York State Office of Mental Health); and

A valid license to practice medicine in New York State or a New York State limited permit and licensure in another state or Canada; and

Eligibility for full and unconditional participation in the Medicaid and Medicare programs.

NOTE: Employment is contingent upon maintaining a current New York State limited permit or obtaining full New York State licensure and maintaining eligibility for full and unconditional participation in the Medicaid and Medicare programs.

Elmira Psychiatric Center is fully accredited by The Joint Commission and Centers for Medicare and Medicaid Services (CMS). With approximately 100 inpatient beds and approximately 1,000 outpatient clients throughout their ten county catchment area, EPC provides a wide array of Adult and Children's psychiatric services, both inpatient and community-centered.
