Duties/ Responsibilities

Under the supervision of the Assistant Director of the Bureau of Financial Administration, the incumbent, either as part of a team or individually, will be responsible for but not limited to:

- Initiating and responding to new and ongoing program requests for contractual services. Advising agency program staff on the appropriate method of procurement to meet program goals.

- Supervising a team of Contract Management Specialist (I)s in conducting the agency's procurements.

- Developing and assisting with the development of RFP's, IFB's, Mini-bids and Sole/Single source procurements.

- Assisting program staff with the development of evaluation plans and serve as a resource to program staff involved in the evaluation process of vendor proposals.

- Advising and assisting program staff in negotiating and writing contracts.

- Liaison with OSC Legal and OSC Bureau of Contracts staff as required.

- Ensures complete contract packages are prepared and that all contract data for agency FMS and NYS CAS is correctly established.

- Reviews the agency's monthly expenditure report to identify differences between projected and actual contract expenditures and determine reasons for such differences.

- Direct and coordinates development, preparation and implementation of contract spending projections for the OSC program budgets.

- Developing and running queries as needed from Financial Administration's systems.

- Performing other activities and overseeing special projects as requested by the Assistant Director.


Minimum/Preferred Qualifications

Interested candidates must be reachable on the departmental promotional list or eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

70.1 Transfer
To be eligible for a 70.1 transfer, a candidate must have one year of permanent service in a qualifying title allocated to salary grade 21 or above.

52.6 Transfer
To be eligible for a 52.6 transfer, candidate must have one year of permanent service in a qualifying title allocated to salary grade 21 or above.
