Duties/ Responsibilities

Part of the Bureau of Sex Offender Evaluation and Treatment's responsibility is to implement and monitor programs designed to manage the treatment of individuals who are civilly confined in a secure treatment facility or released to strict and intensive community supervision and treatment, pursuant to the Sex Offender Management and Treatment Act (SOMTA).

The AOT Compliance Specialist 1 will assist in overseeing and monitoring the Strict and Intensive Community Supervision and Treatment (SIST) provision of the Sex Offender Management and Treatment Act (SOMTA) for sex offenders who will be released to the community under a SIST court order in accordance with the Article 10 process of the Mental Hygiene Law. Specific duties will include, but not be limited to, the following:

Coordinate the development of discharge and treatment plans in collaboration with OMH staff, the NYS Division of Parole (Parole), Office of the Attorney General (OAG), community treatment providers, and other State and local agencies related to the release of sex offenders under a SIST court order.

Work with Bureau staff and staff in OMH facilities to determine appropriate categories of treatment for an individual's SIST treatment plan.

Review and finalize completed SIST treatment plans. Respond to questions concerning the plans from the OAG and Parole, and make recommendations for necessary modifications.

Monitor court dates and discharge planning progress on pending SIST cases with Bureau staff, Parole, and the OAG.

Collaborate with Bureau staff, Parole, and the OAG to initiate corrective action when individuals violate SIST conditions.

Develop a resource network of treatment providers.

Monitor and evaluate the quality of treatment services provided.

Consult with, and provide expert technical assistance and guidance to OMH staff, other State and local agencies, and community providers regarding the management and treatment of individuals released on a SIST court order.

Monitor and evaluate individual SIST cases via the mandated four month progress reports to ensure compliance with SIST court orders. Collect and manage data to be utilized in quality improvement projects. Prepare comprehensive reports.

Provide educational materials and training about the SIST process and requirements to staff at State and local mental health and criminal justice agencies.

Participate in county forensic task force and other meetings to foster partnerships with community stakeholders, including victim advocacy groups.

This job involves a considerable amount of travel throughout New York State, as the AOT Compliance Specialist 1 participates in monthly treatment meetings with SIST community treatment providers, SIST respondents, and the Division of Parole.


Minimum/Preferred Qualifications

Seven years of professional clinical experience. (Clinical experience is defined as direct care, treatment, or instruction of patients in a Federal or State operated or licensed mental health program.)

Specialized Experience: One year of professional experience (either as part of, or in addition to, the qualifying general experience), substantially engaged in performing activities in one or more of the following areas:

mental health program administration, management, supervision;

planning, development or coordination of forensic, community-based, or high risk/high need mental health services/systems.

Degree and Licensure/Certification/Registration Substitutions:

Bachelor's degree in a human services* field substitutes for four years of general experience.

Licensure and registration as a professional nurse (R.N.) substitutes for four years of general experience.

A master's degree, or licensure/certification/registration (other than an R.N.), in a mental health discipline** substitutes for one additional year of general experience.

*Human Services degree includes the following: Community Mental Health, Counseling, Education, Nursing, Occupational Therapy, Physical Therapy, Recreation Therapy, Rehabilitation, Psychology, Social Work, and Sociology; or a degree specifically labeled Human Services.

**Mental Health discipline includes: Child & Family Studies, Community Mental Health, Counseling, Community Services Administration, Nursing, Physical Therapy, Psychology, Occupational Therapy, Recreation Therapy, Rehabilitation Counseling, Social Work, Speech Language Pathology or Audiology, and Special Education.
