Duties/ Responsibilities

Under the general direction of the Manager of Information for Technology Services 2, M-3 the position will function at the full performance level of a grade 18 and provide the full scope of activities associated with providing technical support and advice to users for hardware and software problems (non-programming IT duties) in relation to customer support. The incumbent will perform more difficult aspects of diagnostics including the most severe and/or critical problem issues as well and is expected to meet a high standard. Specific duties include:
Investigates and resolves computer software and hardware problems of users. Participate in diagnostic procedures and provide hands-on support of hardware and software issues to determines whether the problem is caused by hardware, software, or system.
Prioritizes conflicting requirements and limited resources and works without guidance.
Adheres to procedures, maintain records/procedures, and demonstrate commitment to solving user problems.
Answers questions, applying knowledge of computer software, hardware, systems and procedures.
Develops action plans in relation to implementation of upgrades to computer software and/or hardware. Conducts analysis in relation to relevant purchases for such.
Writes or revises user-training manuals in relation to home grown systems. Develops exercises and visual displays.
Conducts office automation feasibility studies, including work flow analysis, space design, and cost comparison analysis.
Installs software, and peripheral equipment following procedures and using hand tools. Trains staff; installs new desktop systems and cables; connects WAN and printer servers and troubleshoots errors.
Researches alternative approaches to existing software and hardware when standardized approaches cannot be applied.
Serves as agency subject matter expert for all help desk activities and technical support.
Provides relevant training to support personnel on existing and future technologies and troubleshooting methodology.
Acts as a technical resource to support personnel and provides guidance in relation to difficult problems.
Must be able to solve the problems of end users while they are on the phone. These remote users are out in the field and can not be told someone will call them back.
Occasional travel required to regional offices located throughout the state.
Outstanding oral, written and telephone communication skills are a must.

Minimum/Preferred Qualifications

This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. Candidates reachable on the eligible list will be considered through a canvass and need not apply. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent, competitive service as a Supervising Computer Operator, G-18.
