Duties/ Responsibilities |
Provide technical assistance to carriers in the development of safety and security plans and review completed plans to ensure compliance with Public Transportation Safety Board Standards, regulations, and practices within the industry
Evaluate plans to determine whether they can realistically achieve safety and security goals and recommend changes as necessary
Monitor, by continuous review and inspection, carriers implementation of safety and security plans
Supervise track and equipment inspectors in monitoring railroad compliance with applicable federal safety standards and coordinate with the Federal Railroad Administration on enforcement actions
Supervise investigators in monitoring railroad compliance with applicable federal safety standards and coordinate with the Federal Transit Administration on enforcement actions
Undertake special studies on critical safety issues
Conduct formal audit of system safety programs; and develop findings and recommendations
Assist in establishing annual program goals and priorities for track and equipment inspection programs
Conduct investigations about collisions, derailments, and other accidents on railroads and rail rapid transit to determine probable cause and prepare reports of findings
Assist in developing recommendations to correct hazards and prevent future accidents
Monitor compliance with State and Federal rail safety rules, regulations, and standards by conducting inspections, audits, and other investigations
Monitor corrective actions to assure operator compliance with audit findings, safety recommendations, and program requirements
ollect data to identify trends and issues about rail and rapid transit safety
Participate in compliance reviews and safety audits
Discuss findings with operators and recommend improvements
Prepare draft reports

Minimum/Preferred Qualifications |
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made. If you are appointed provisionally, you will have to take and pass the next Civil Service examination for this title when it is administered. Employees appointed provisionally must be reachable on the resulting eligible list for that title or their employment in the position (may have hold item) will end. In order to be considered for provisional appointment, you must have five years of professional work experience* in any one or more of the following areas: management or operations of rail, commuter rail, subway, or light rail systems; design or construction of rail, commuter rail, subway, or light rail capital projects; analysis of rail, commuter rail, subway, or light rail system organization and operations improvements.
This experience must have included one year of supervisory experience responsible for system safety or for the safety of: track and structures, motive power and equipment, signals and train controls, and/or operating practices. In addition, this experience must have included at least one year of rail, commuter rail, subway, or light rail systems accident investigation and analysis.
* For purposes of this examination, professional work experience must have included direct responsibility for preparing written material such as narrative reports, letters, and memoranda documenting accomplishment and/or supervision of such activities.
Substitution: College course work in a program leading to a degree in engineering, engineering technology, safety, or safety management may be substituted for up to three of the five years of the required experience (but not the one year of accident investigation and analysis or the one year of supervisory experience) at the rate of 30 semester credit hours equaling one year of the required experience.
Examples of Non-Qualifying Experience: The following are examples of types of experience that will not be considered qualifying for this examination: train engineering and conducting, related maintenance and mechanical work, dispatching, clerical and engineering technician level work.
