Minimum Qualifications To be eligible for the Motor Vehicle Program Manager 4, M-4 position you must meet one of the following conditions as detailed below:

1. Eligible for appointment from the Motor Vehicle Program Manager 4, M-4 eligible list

2. In a M-3/ G-29 or higher title that meets criteria for 70.1 or 52.6 transfer

Duties Description The incumbent will report to the Motor Vehicle Program Manager 6 and be responsible for the oversight of the various programs within Compliance and Vehicle Safety.

Duties include the oversight of the daily operation and administration of the Division, as well as tactical planning for the future direction of the program(s). In addition, this position is responsible for overseeing:

· The regulation and enforcement activities across the state regarding the various automotive businesses under the Departments jurisdiction.

· Routine evaluation and analysis of program processes to ensure operational requirements and milestones are met.

· Development and/or analysis of legislative and regulatory proposals and their implementation.

· Compliance with state and federal programs such as the federal Clean Air Act and the corresponding State Implementation Plan developed by NY DEC.

· Outreach to external stakeholders and the public to ensure information about program requirements and changes are understood and to obtain any feedback about our programs.

· The preparation of briefing papers, presentations, and recommendations to executive management on matters relating to program area(s).

· The work of investigators on matters of enforcement and fraud, including leading the most recent initiatives in targeted oversight of stretch limousines and their various inspection requirements.
