Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfer:
For 52.6 transfer to a Project Manager 3, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Lead project teams to ensure all assigned projects are delivered on time, in scope, and within budget.
• Escalate any issues by assisting in resolving project issues and determining remediation.
• Recommend and implement process improvement opportunities for the project team and overall projects.
• Utilize industry best practices, techniques, and standards throughout the entire project life cycle.
• Actively analyze and manage interdependencies between integration of project plans and processes.
• Direct and manage the work defined in project management plans.
• Track, review, update, and report on project progress.
• Review, approve or reject, and manage the impact of change requests, and communicate decisions.
• Define scope including identifying and clarifying the business need, define project goals, identify what is in and out of scope, critical success factors, project constraints, and key deliverables.
• Develop a project schedule using Microsoft Project including defining tasks, identifying dependencies, assigning resources, estimating effort, identifying critical path, and controlling the schedule.
• Create a plan for cost management and control costs.
• Manage communications to ensure all project stakeholders are kept informed.
• Perform risk management throughout the project lifecycle to minimize impact to the project and escalate to management as appropriate.
• Review deliverables, document project closure, transition to operations, and archive project records for use on future projects.
• Attend appropriate courses, conferences, forums, and webinars to advance knowledge and understanding in project management tools and techniques and learn about best practices, including the agile methodology.
• Keep abreast of developments in the Project Management Institute (PMI) and Project Management Book of Knowledge (PMBOK).
• Assist staff with developing and understanding performance expectations and goals.
• Assist with establishing training goals to ensure staff receive the training necessary to further develop their project management knowledge and soft skills.
• Provide coaching, mentoring, and guidance around project management and facilitation skills.
• Provide guidance and direction to staff.
• Ensure staff are aware of and adhere to the organization’s policies and procedures.
• Manage staff head count with interviewing, hiring, onboarding, and separating staff.
• Manage staff workload and identify priorities as necessary.
• Identify opportunities for knowledge and skills development. Encourage, motivate, and guide in learning and improving processes.
• Provide real-time feedback on staff performance.
• Assist with coordinating the agency’s Project Management Community of Practice.
• Assess the agency project management training needs and update training classes provided by the Program Management Office (PgMO).
• Deliver training such as the Project Management Training Series and the Everyday PM training classes for the internship program and for agency staff.
• Assist in providing direction to the PgMO marketing group for marketing project management services.
• Assist in contributing marketing ideas and materials to increase in the Office of the State Comptroller’s (OSC) awareness of best practices in project management.

Additional Comments Knowledge, Skills and Abilities:
• Demonstrated experience managing projects with the use of a formal methodology.
• Demonstrates a strong understanding of project management methods, methodologies, frameworks, terminology, and processes.
• Demonstrated experience managing projects in OSC and/or NYS government.
• Demonstrated experience as a problem solver and the ability to work with others to analyze problems quickly to develop the best solution.
• Knowledge of the NYS Procurement process and policies, Statewide Financial System (SFS), and Statewide Learning Management System (SLMS).
• Demonstrated experience with strong business skills including coaching, teambuilding, negotiating and facilitating.
• Demonstrated experience guiding, inspiring, and motivating team members and other project stakeholders to manage and overcome issues to effectively achieve project objectives.
• Exceptional organizational skills and able to set priorities when working on multiple tasks.
• Excellent interpersonal and communication (written and oral) skills.
• Demonstrated ability to be flexible, adapt to change, and work well in a fast paced, participative, deadline-oriented environment with diverse assignments.
• Project management training, preferably certified by the Project Management Institute (PMI), and professional certification through the PMI.
• Demonstrated proficiency in Office 365 (Outlook, Word, Excel, PowerPoint) and with Microsoft Teams.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
