Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.

Transfer:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Duties Description • Lead the Chief Information Office (CIO) efforts to continue the advanced implementation of standardized change methodology in ServiceNow to prevent unintended consequences when implementing infrastructure and application changes in production environments.
• Facilitate meetings to understand the various change processes (i.e., application change).
• Research change management best practices and implement within CIO.
• Ensure the system used for tracking changes meets organizational needs.
• Provide guidance to the change managers on responsibilities.
• Identify and implement performance metrics that can measure and demonstrate the level of success related to the change management process.
• Work with problem management process owner to develop and implement a problem management process by following best practices.
• Develop root cause analysis skills in self and other CIO staff working on identifying and remediating the cause of problems.
• Open and work on problems related to significant outages and recurring incidents.
• Act as ambassador of the problem management process by demonstrating the value of this process to our information technology (IT) service performance.
• Develop reporting to support and communicate the results of the problem management process.
• Ensure the tracking and preparation of all of system and service outages.
• Work with service level management to begin tracking outages in ServiceNow and to integrate outage reporting with system availability reporting in ServiceNow.
• Track and follow up on outage remediations to ensure a solution has been implemented.
• Implement standardized methodology to organize infrastructure components in
• ServiceNow.
• Ensure the system used for tracking configuration items meets organizational needs.
• Ensure all appropriate configuration items (CI), CI fields, and relationships meet customer’s needs.
• Suggest performance metrics that can measure and demonstrate the level of success related to the Discovery / CMDB processes.
• Observe project management principles.
• Manage the Business Relationship Manager (BRM) Council, including but not limited to, developing the agenda, facilitating meetings, taking notes, and capturing action items.
• Actively participate in team meetings and maintain an effective working relationship with
• others.
• Oversee Configuration Management in ServiceNow tracking IT assets impacted as part of the change, problem, and outage processes.
• Work with management and auditors to develop and implement an audit management process following best practices.
• Develop reporting to support and communicate the results of the audit management process.
• Ensure audit deadlines are met.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
