Minimum Qualifications Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 and eligible for transfer under Section 70.1 or 52.6 as appropriate of the Civil Service Law.

Non-Competitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year of service as a Human Resources Specialist 1, SG-18 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.

Duties Description The incumbent will assist in the administration of and may supervise staff in the performance of duties related to examination planning, classification and compensation, recruitment, staffing, and advising program staff on personnel matters. Duties will include, but not be limited to the following:

• Advise program staff on matters relating to filling vacancies, assigning staff, employee status, and related staffing areas, as necessary;
• Liaison with the Business Services Center (BSC) on transactions to be entered into Human Capital Management System (HCM);
• Handles high volume of agency recruitments from start to completion;
• Reviews the status of eligible lists, examination schedules, and existing and anticipated staff requirements to identify critical examination considerations. Confers with agency program managers and Department of Civil Service representatives on possible actions, such as recruitment or accelerated examinations, to resolve critical needs;
• Advise program staff and subordinates on classification matters; research and analyze requests for new positions, reclassifications, reallocations, and related classification matters, and recommend appropriate action;
• Prepares and/or supervises the preparation of agency classification requests and justification. Confers with program staff, Department of Civil Service, and Division of the Budget representatives to further explain and support classification proposals;
• Administer decentralized examinations and coordinate Department specific centralized exams;
• Assists in agency examination planning and development with the Department of Civil Service;
• Supervises and trains lower-level professional staff in the procedures and techniques required to perform their duties;
• Reviews and evaluates policies and procedures and work processes; and recommends and implements new and revised ones;
• Assists with special projects related to staffing, recruitment, and classification and compensation;
• Schedules and assigns work to subordinate staff; and adjusts workload to reflect changes. Monitors work progress and reviews completed work; and
• Other duties as assigned.
