Duties Description This position is located within the Office of Children and Family Services (OCFS), Division of Juvenile Justice and Opportunities for Youth (DJJOY) in the Office of Community Partnerships and Family Engagement (OCPFE). The chosen candidate for this position will serve as Bureau Director of the Performance Review Unit (PRU), which provides support service delivery when youth return from OCFS and Voluntary Agency facilities. The PRU oversees several important projects that seek to ensure that Community Multi-Services Office (CMSO) employees follow expected practice and expectations when providing service to OCFS placed youth and their families. The job duties include, but are not limited to the following:
o Manage DJJOY-OCPFE Contracts
o Manage Statewide Community Credible Messenger Initiative
o Manage DJJOY Statewide Family First Prevention Service Act (FFPSA) Qualified Individuals Assessments
o Manage and Conduct Statewide Site and Desk Reviews of all OCPFE CMSOs
o Provide oversight of OCPFE Statewide Family Engagement continuum of services
o Manage and provide oversight of OCPFE Electronic Monitoring Program
o Provide direction and oversight of the Performance Review Unit
o Represent OCFS DJJOY in Statewide collaboratives including the Partnership for Youth Justice and Community based programs like DCJS SNUG
o Provide Technical Assistance, support, and training to CMSO leadership across NYS.
o Provide Juvenile Justice Technical Assistance to the Deputy Commissioner of DJJOY
o OCPFE on-call responsibilities

Additional Comments Preferred Qualifications: The chosen candidate for this position, the PRU Bureau Director, must already possess significant knowledge and experience of New York State Juvenile Justice regulations and statutes, as well as, how the NYS OCFS DJJOY system is currently organized and operates. The candidate must possess significant knowledge on how community-based programming is organized and how it should be constituted and focused on providing service to high-risk youth residing in their home communities. The candidate should have significant knowledge of the guidelines and expectations related to the Family First Prevention Services Act (FFPSA) with a focus on ensuring that all youth placed with OCFS are properly assessed for appropriateness for out of home placements. In addition, the candidate should possess significant knowledge of OCFS Contract Management System, as well as the NYS Statewide Financial System. Additional critical knowledge that the PRU Bureau Director must possess is an understanding of ways that OCFS DJJOY can improve collaboration and partnership with the families of youth, as well as community-based service providers. The candidate must have the ability to manage the development of Requests for Proposals, Invitations for Bids, and Solicitations of Information to ensure that OCPFE provides the proper support to CMSO staff. The candidate must possess the ability to review and instruct the creation of large, detailed reports that assist OCPFE in improving service delivery to OCFS youth and their families. The candidate must be able to provide clear analysis of juvenile justice data collected by OCFS and other research entities to OCFS DJJOY leadership. The candidate will be expected to successfully manage ongoing multiple large projects simultaneously.



Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
