Duties Description The Office of Financial Management, Bureau of Community Budget and Financial Management Group is recruiting to fill two Senior Budgeting Analyst/Budgeting Analyst Trainee, positions. The incumbents will assist with the budgeting, tracking, and allocation of all funding for the OMH Local Assistance Budget which supports more than 700 providers throughout New York State, and for administering the Aid to Localities funding in the Long Island region both of which are central to performing OMH's core mission and protecting the health and safety of New Yorkers
The incumbent will perform duties that include, but are not limited to the following:

• Developing and executing budget activities for residential programs/funding sources including preparing base level budget estimates for the budget request, analyzing policy changes and savings proposals for the Executive Budget, and developing fiscal estimates for legislation or program initiatives.

• Administering all budget implementation and spending plan activities for residential programs/funding assignments including spending plan updates to the OMH Aid to Localities Financial System (ALFS) by program, at the county/provider level of detail, and reviewing for consistency with the Enacted Budget.

• Conducting fiscal and policy analysis for special projects and budget initiatives including budget savings initiatives for residential programs and changes to existing fiscal and program policies.

• Monitoring and updating cash spending projections for residential programs including budget development (e.g., Budget Request and Executive Budget) and execution (e.g., Medicaid State share transfers to DOH).

• Updating OMH's spending plan guidelines which include the rules/control points and fiscal reporting requirements for counties and providers.

• Conducting training sessions for staff from providers, county mental health departments, and OMH field offices on various fiscal procedures and policies.

• Conducting periodic reviews of regulations and rules to determine if any technical changes, or changes required by any budget or legislative initiatives are required.

• Participating in workgroups which are established to develop and evaluate changes in methodologies for financing the provision of mental health services.

• Coordinating journal vouchers for Medicaid transfers including tracking and supporting documentation.

• Conducting periodic internal control updates and testing.

• Responding to telephone calls and e-mails from counties and providers regarding a wide range of fiscal related questions relating to non-residential programs.

• Assisting in the fiscal review and approval of Central Office and legislative member item contracts for compliance with OMH's State aid allocations, fiscal contracting guidelines, and spending plan guidelines.

• Monitoring not-for-profit agencies who are financially distressed.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
