Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, Grade 23.

OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: The preferred candidate will have the ability to work in a fast-paced office and prioritize multiple assignments. They will have excellent organizational and analytical skills and experience with the New York Special Supplemental Nutrition Program for Women, Infants and Children (NYWIC) or other large information management and reporting systems. Preferred candidates will have experience with federally funded program reporting, contract management, and the ability to assist others in interpreting federal regulations and providing procedural guidance to staff and stakeholders.

Duties Description The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) offers nutrition education, breastfeeding support, referrals, and a variety of nutritious foods to low-income pregnant, breastfeeding, or postpartum women, infants, and children up to age five to promote and support good health.

This Health Program Administrator (HPA) 1 position will serve as the Vendor Team supervisor for the Bureau of Supplemental Food Programs' Food Delivery and Vendor Management Section. The incumbent will supervise and lead a team engaged in the management of the WIC vendor management agency contract which provides oversight of all vendors participating in the NYS WIC program. The HPA 1 will provide training, supervision, technical assistance, and administrative support to the team. They will be responsible for managing and directing day-to-day Vendor Team programmatic activities, and developing procedures, tools, reports, and training resources for staff. They will coordinate with other sections and external stakeholders as needed to ensure WIC vendors are meeting contract deliverables and will develop, interpret, or modify policies, procedures, and guidelines as needed to ensure that the bureau and vendor management agency are compliant with State and federal program regulations.
