Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervising Accountant.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant, Associate Accountant (State Accounts & Systems), Auditor 2, Auditor 2 (Medicaid).
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Candidates must also possess one of the following qualifications for transfer:
1. A bachelor’s degree or higher in accounting, auditing or taxation; OR
2 A bachelor’s degree or higher including or supplemented by 24 semester credit hours in
accounting, auditing, or taxation courses*; OR
3. A currently valid Certified Public Accountant license and registration issued by New York State.
*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for a Supervising Accountant position in the Rate Setting Unit. This Unit is responsible for working with providers and stakeholders to facilitate the rate setting process and develop reimbursement rates for approved providers of special education programs to preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. Duties of this position include, but are not limited to, the following:
• Supervise a team of Associate and Senior Accountants;
• Design and generate various data reports for dissemination;
• Understand the complex tuition rate setting methodology, and advise NYSED staff and stakeholders on its application and best practices;
• Evaluate the impact of changes in law, regulation, etc., to the tuition rate setting methodology and implement as required;
• Interpret and analyze data, evaluating and recommending related policies;
• Analyze and process tuition rate waiver requests and review tuition rate waivers prepared by other Rate Setting Unit staff;
• Maintain strong and constructive liaison relationships with various offices within the Department as well as with other State agencies;
• Work closely with Supervising Accountants and Unit Director to develop and coordinate office policies and procedures to comply with rate setting and related requirements;
• Provide technical assistance to staff, advocacy groups, and other stakeholders;
• Respond to requests for information from NYSED staff, stakeholders, and other State agencies;
• Attend meetings with stakeholders and advocacy groups as a representative of the Rate Setting Unit; and
• Represent the Unit and Department on inter-agency workgroups and taskforces as necessary.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position leads to a maximum salary of $117,875 based on annual performance advances.
