Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
Please note:
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.

Duties Description • Apply Project Management skills and independently manage projects or assist the Project Manager 3 with aspects of a larger project.
• Work closely with HCR and other State Agency staff, as well as external stakeholders, to successfully manage projects that support HCR strategic goals.
• Apply an understanding of all Project Management Life Cycle (PMLC) phases to HCR projects, including Origination, Initiation, Planning, Execution, Control and Close Out as described in the NYS Project Management Guidebook, Release 2.
• Prepare Business Cases for project proposals, incorporating the business need, solution, feasibility, costs, timeline and anticipated outcomes from completion of the project.
• Manage Project Deliverables including Scope, Schedule, Budget, Quality, Risks/Issues, Communication, Implementation, Organizational Changes, Transition and other plans as described in the NYS Project Management Guidebook, Release 2.
• Develop Project Schedules, including the identification of project deliverables, milestones, and required tasks including predecessors, durations, and start/due dates using MS Project.
• Conduct project Risk meetings to identify impact, prioritize, mitigate, assign and track outcomes.
• Manage Project Communication throughout the project lifecycle. Schedule and lead project meetings with stakeholders. Provide agendas, meeting notes and follow up on action items.
• Facilitate meetings and present findings to key stakeholders including HCR senior leadership.
• Provide input to continuously improve and promote HCR’s Project Management Office and contribute and produce the monthly Project Portfolio Report.
