Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 3, G-27 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-25 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Superior interpersonal and management skills sufficient to manage an interdisciplinary team in a hybrid work environment. Federal Surveyor Minimum Quality Test certification. Experience with providing services to the aging community as a clinical or human services professional. Flexibility and dedication to work in a team-oriented atmosphere.
Duties Description The incumbent will directly oversee surveillance of adult day health care and as such, will engage with providers, participants, and their representatives. In addition, the incumbent will review statutory and regulatory updates by monitoring the Centers for Medicare and Medicaid Services for updated requirements; facilitate implementation of State statutory amendments that impact nursing homes through policy guidance development; industry education; and data development and subsequent analysis. The incumbent will perform first- and second-line supervision of the teams who manage the federal Special Focus Facility project and enforcement process to ensure timelines are met and properly tracked for ease of reference; and provide subject matter expert input to the Certified Nurse Aide Registry team to ensure the adequacy and compliance of State-approved training programs; and co-chair the Division’s Quality Assurance Committee, requiring regular communication with surveyors throughout New York State about best practices and updated guidance to inform practice, development of Internal Risk Management reports, and analysis of ongoing productivity reports to improve quality performance. The incumbent will perform other duties as assigned to meet programmatic needs.
Additional Comments The incumbent must obtain federal Minimum Quality Standard Test certification within one year of appointment.
This position may require travel including to areas that are not serviced by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
