Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Junior Landscape Architect:
A bachelor's or higher-level degree in landscape architecture OR a Landscape Architect's License from any state or political subdivision of the United States. Junior Landscape Architects who have successfully completed one year of service and have passed any two sections of the current or incoming Landscape Architect Registration Examination (LARE) will be advanced to Landscape Architect, Grade 20. Failure to obtain a passing result on two sections of the LARE within your first year of service will result in removal from your position.

Landscape Architect:
Successful completion of any two sections of the current or incoming New York Landscape Architect Registration Examination (LARE) AND one year of experience in planning and designing landscape development and site improvement projects, and overseeing the construction, rehabilitation and maintenance of outdoor spaces and other open areas for transportation facilities, buildings, parks, historic sites, recreational facilities, campuses, gardens, playgrounds, and roads and highways. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description These positions will be filled/located in the Office of Design within the 5 bureaus (Design, Design Consultant Management, Rail Projects Group, Design Quality Assurance Bureau, and Design Mapping and Automation Bureau).

Duties may include, but are not limited to, the following:

• Prepares plans, specifications, and estimates for the landscape, roadway, wetland mitigation, grading, drainage, sidewalk, bike path, stormwater quality, and quantity management portions of highway and bridge projects
• Utilizes Microstation, InRoads, HydroCADD, ProjectWise, and other software packages to perform project work
• Coordinates the landscape and site work with architectural and engineering work in the planning, design, and construction phases
• Develops presentation materials and renderings (project visualizations) for public outreach
• Participates in the preparation of Design Reports, design guidance and other written documents
• Reviews projects for environmental impacts and prepares associated documents to support environmental process determinations
• Performs occasional GPS data collection for wetland delineations
• Handles special assigned duties such as correspondence, interviews and investigations
• Additional duties can be discussed during interview

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
