Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23).
OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law
Preferred Qualifications: The preferred candidate will possess strong written and verbal communication skills. Experience in using Microsoft Office is strongly desired including proficiency in the use of Word, Excel, Access, and PowerPoint. Experience with coordinating recruitments and personnel transactions. Ability to work well in a team and manage multiple competing priorities is required.
Duties Description This position will be responsible for coordinating recruitments with Office of Aging & Long-Term Care (OALTC) programs, uploading and review of documents to the HRMG SharePoint site, and tracking recruitment statuses. Earmark removals, reclass requests, realignment requests, and new classifications involve preparing proper documentation, and correcting any issues to expedite workflow. This position will work directly with OALTC leadership to make requests for staffing resources and help plan the future vision for OALTC. Will review legislation and provide supporting documentation on impact to state resources and the cost to implement. Will update OALTC organizational charts which are vital to support requests, track OALTC’s current structure, and set the future path forward is assessing needs and available resources. This position will be responsible for oversight of OALTC’s Personnel Database, including creating and running queries and reports on various OALTC recruitment-related topics and staffing on a weekly, monthly, or as-needed basis. Train employees with-in OALTC in the proper procedures to expedite resource requests and ensure cohesion across staff in Central and Regional Offices. This position will also assist in developing content for presentations and other informational materials for internal and external stakeholders including Federal and State regulating bodies. Creating reports to address questions and track historical information. Other relevant duties as assigned, including participation in meetings and workgroups, and Special Projects associated with the Budget and Administration unit.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
