Minimum Qualifications Current State Employees:
Current New York State employee with one year or more of qualifying permanent service as an Assistant Architect may apply for transfer.

General Public Candidates:
Candidates must meet one of the following minimum qualifications:

Six years of architectural experience in design or drafting on buildings requiring multi-discipline trade involvement such as heating, plumbing, and electric under the direction of a registered architect or professional engineer, including work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes) OR an Architect’s license, with current registration, from any state or territory of the United States.

An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


Preferred Qualifications:
Working knowledge of the principles, practices, and procedures of architecture and of developments in the field
Working knowledge of building materials, their function, and physical properties.
Working knowledge of construction methods.
Working knowledge of applicable codes, laws, rules, and standards regulating the design and construction of buildings.
Working knowledge of building costs.
Basic knowledge of structural, electrical, and mechanical engineering as related to buildings.
Ability to identify architectural elements in building designs for conformance with applicable standards, codes, cost efficiency, program objectives, and for compliance with design requirements.
Ability to express ideas effectively both orally and in writing.
Ability to establish and maintain cooperative relationships with Authority stakeholders, technical experts, and others.

Duties Description Assistant Architects, under the supervision of the Senior Architect, perform architectural work involving the planning, design or technical review of drawings, specifications and estimates for the creation, construction, rehabilitation or restoration of Authority buildings and facilities. On assigned projects, incumbents coordinate with Authority stakeholders as well as in-house and/or consultant engineers providing specialized services to the architectural project.
Assistant Architects participate in the architectural review of consultants work and consult with Authority stakeholders concerning the feasibility and acceptability of project plans, specifications, and estimates.
Confers with Authority Division personnel, Headquarters Maintenance personnel and Construction Management personnel to assist with the preparation of project scopes and budgets for projects identified in the Authority’s Annual Contracts Program.
For assigned projects, reviews, and evaluates the Authority stakeholders Scope of Work, for the design of new buildings or the rehabilitation of existing buildings and prepares all the tasks and activities to create an Initial Project Proposal – Final Design Recommendation (IPP-FDR) report.
Meets and confers with Authority stakeholders responsible for the project to establish the complete Scope of Work of the project.
Reviews existing facility building plans to obtain drawings of subject property or of any completed projects with similar architectural problems.
Translates the Scope of Work into an architectural program which reflects the project requirements in terms of such factors as space requirements, purpose of project, budget, site limitations, mechanical or electrical requirements, and utilities.
For consultant designed projects, assists with the preparation of the Schedule A – Scope of Services that is provided to consultants for required design, bidding and construction support services related to the Scope of Work identified in the IPP-FDR.
For in-house designed projects, prepares working drawings translating project scope into plans, elevations, sections, and details showing design, location, and dimensions of elements of the structure.
For consultant designed projects, follows the same process as for an in-house project with the exception that the Schedule A – Scope of Services will include the architectural design as well.
During the bidding phase of the project, assists with responding to Requests for Information and with the preparation of Amendments; confers with the assigned consultants to review the bids received and assisting the Senior Architect with making a recommendation to management.
During the construction stages of the project, makes periodic inspections as required to ensure full compliance with drawings and specifications and provides advice and guidance in connection with proposed architectural changes.
Authority’s Code Compliance personnel participate in the final inspection.

Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period.? Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.?
Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits.? Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits.
Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year.
New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.
Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity.? Longevity pay has a positive impact on retirement.?
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
