Minimum Qualifications Permanent status as an Admin Specialist 1, G-18 and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Admin Specialist 1or Admin Specialist Trainee 1/2; OR eligible for transfer under section 70.1 of the Civil Service Law.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Trainee 1 level: A bachelor’s degree or higher.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

NOTE: Candidate(s) must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. Failure to maintain Medicaid/Medicare eligibility will result in the termination of employment.

Duties Description The incumbent will be responsible for administrative duties under the direction of the Addiction Treatment Center (ATC) Director, Assistant Director, and facility. Duties include, but are not limited to:

• Responsible for managing personnel functions such as completing fill level reports and vacancy control forms.
• Maintains staff scheduling and overtime/holiday databases.
• Completes and assists with new employee onboarding process.
• Administers performance programs and evaluation for staff.
• Assesses annual financial needs of the ATC and assists in monitoring the budget with the Business Office.
• Makes purchase recommendations to the Director after reviewing journal vouchers and reports.
• Maintains facilities financial records.
• Manage workflow including supervision of Administrative Assistant 1
• Provides oversight of confidential client information.
• Management of internal databases to ensure accuracy and integrity of these systems.
• Respond to OASAS Help Desk requests of computer related problems; assist with configuring employee system accounts.
• May provide office and clerical support, computer, technology, and administrative functions for the facility.
• Function as key user/liaison with OASAS regarding the needs of McPike ATC
• Aids all staff with online time and attendance system.
• Serve as member of Leadership Committee
• Develop plans to ensure administration completes required activities on schedule; prepares report regarding program activities on a regular basis.
• Maintains facility meeting minutes.
• Review requests for time-off; monitors time and attendance operations of the ATC.
• Work with OASAS Human Resource staff on recruitment, operational, personnel, and attendance needs; Act as primary contact liaison for ATC.
• Assist with facilitating patient intake needs such as monitoring reception area and greeting visitors.
• Completion of necessary correspondence, answering the telephone and dealing with the needs of the public, visitors, and patients.
• Other related duties as assigned.
