Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as Health Care Surveyor 3 (Nursing) G22, OR current NYS employee with one year of permanent or contingent-permanent, competitive service in a title G20 or higher and eligible to transfer under Section 70.1 or Section 52.6 of Civil Service Law and able to meet the below non-competitive requirements.

Non-Competitive Candidates: Possession of a license and current registration as a registered professional nurse in NYS; and three years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Strong computer skills including experience using databases, ability to interpret written communications from the public and others, excellent written, communication and interpersonal skills, strong attention to detail and the ability to meet deadlines, knowledge of infection control processes and requirements.

Duties Description Under general supervision, this position is responsible for conducting investigations of licensed professionals under the juris of the Office of Professional Medical Conduct utilizing their medical training and expertise to advance the process appropriately. Specific duties may include, but are not limited to, the following: Investigate complaints and develop an investigative plan for cases involving violations of Public Health Law Section 230, comply with the standards outlined in the investigative operations manual, complete medical record reviews and document findings and recommendations according to policies and procedures in investigative report, conduct in-person and telephone interviews of complainants, licensees and fact witnesses, draft correspondence to subjects of investigation in compliance with Public Health Law Section 230, obtain and review confidential data which may be necessary to locate subjects of investigation, review and summarize all previous OPMC investigations of the subject physician, document all investigative actions using the established OPMC protocol and maintain the OPMC database for case management, prepare investigative summary of all actions including recommendation for disposition of cases, prepare correspondence to complainant and physician advising of disposition of case, as appropriate, prepare and present cases before Investigation Committee of the Board for Professional Medical Conduct when evidence of misconduct is identified, obtain and evaluate documentary evidence and medical/QA records as appropriate.

Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 22 ($90,464 - $101,197), and an additional Geographic Pay Differential of $20,000
Non-competitive appointment via the HELPS program.
This position requires travel, including to locations that may not be serviced by public transportation.
