Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Auditor 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. To be eligible for transfer, candidates must also possess either:
1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
2. A bachelor's or higher degree including or supplemented by 24 semester credit hours in
accounting, auditing, or taxation courses**.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have at least ONE year of service at the full performance level in the following titles:
A) Auditor 1, Senior Auditor OR
B) Auditor 1 (Abandoned Property), Auditor 1 (Municipal), Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Examiner Municipal Affairs, State Program Examiner 1 (Fiscal), Auditor 1 (Fiscal Systems)**, Auditor 1 (Insurance Premium)**, Auditor 1 (Tax)**, Data Processing Fiscal Systems Auditor 1**, Financial Analyst 1**, Financial Analyst 1 (Workers' Compensation)**, Financial Services Examiner 1**, Insurance Examiner**, Internal Auditor 1, Management Specialist 1, Senior Health Care Fiscal Analyst**, Senior Internal Auditor**, State Program Examiner 1**, and Tax Auditor 1**.

**These titles will also need to provide proof that they possess at least 24 semester credit hours in accounting, auditing, or taxation courses.

NOTE: The Civil Service examination for this title has been announced and was scheduled for December 2nd, 2023. In order to be considered for a provisional appointment, you must have applied and been approved to take the Auditor 2 examination. The deadline to apply for this examination was October 18, 2023.

Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Auditor 2 position in the Office of Audit Services. This Office is responsible for conducting audits of educational entities, including school districts, Boards of Cooperative Educational Services, not-for-profit organizations, and other institutions located throughout the State that are regulated by, or receive funds administered by, the NYSED. The incumbent of this position will function as the auditor-in-charge of audit assignments and will be responsible for the day-to-day activities involved in conducting an audit. Duties of this position include, but are not limited to, the following:
• Oversee the audit process, including survey, fieldwork, and reporting;
• Prepare specific audit plans to indicate the scope of the audit, audit objectives, staffing requirements and estimated time required for the audit;
• Prepare detailed audit programs showing how the audit plan will be accomplished, and assign staff to perform segments of the program;
• Meet with auditee’s representatives to describe the nature of the audit that will be conducted and establish the audit protocols;
• Advise the audit team of potential audit risks, and techniques and approaches to be used during the audit;
• Assign staff to specific audit tasks and provide appropriate supervision and training to audit staff;
• Conduct audits based on approved audit plans and programs;
• Review audit working papers and reports for accuracy, completeness, and compliance with audit plans and programs;
• Prepare audit reports with findings and recommendations for supervisory review;
• Notify the audit manager of audit progress and report any discrepancies;
• Meet with representatives of the auditee to summarize audit findings, and ensure the findings are consistent with Generally Accepted Government Auditing Standards; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, or temporary provisional appointment. Provisional candidates must have taken the examination for Auditor 2 when it was offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of transcripts/degree will be required at the time of interview for all candidates. This position will require up to 25% of overnight, in-state travel.

This position leads to a maximum salary of $106,454 based on annual performance advances.
