Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

Duties Description The incumbent will be responsible for budgeting practices related to Disaster Recovery Programs as follows:
• Maintain a working knowledge of laws, rules, and regulations related to budgeting including federal, state, and local laws.
• Evaluate spending traits and implement expenditure controls for efficiency and effectiveness.
• Prepare, implement monitoring and adjustment of various program spending plans based on budgeted and actual expenditure data. Incumbent is also in part responsible for review and development of the annual agency Budget Request.
• Prepare analysis and reports on spending plans, cash disbursements and staffing fill levels for use by Finance staff, program directors and senior management.
• Determine need for local assistance, personal service, and non-personal service funding.
• Review financial information and make recommendations regarding cash management and the budget certificate process. Prepare budget certificate requests in SFS.
• Develop analysis and interact directly with management and the Division of the Budget and other agencies regarding budget policies, reports and other financial issues as required.
• Contribute to the establishment of budget and finance policies and procedures for the Disaster Recovery Finance office and may also be required to serve as an administrative liaison.
• Prepare and review federal Public Assistance projects for DHSES; includes Categories B and Z.
• Prepare and review state and federal spending plans.
• Set-up and maintain accounting data and chart of accounts related to specific disasters.
• Review and approve some agency purchasing and travel transactions for appropriateness to ensure expenditures tie to a specific disaster.
• Prepare and maintain high level summary reports on Recovery grants.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.
• Travel may be required (approximately 10%), including during evening and weekends, depending on assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
