Minimum Qualifications Current NYS Justice Center for Protection of People with Special Needs employees with permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 2 and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 2; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 21 or above AND eligible for transfer under Section 52.6 or 70.1 or 70.4 of the Civil Service Law.

Duties Description •Draft, develop and evaluate bid documents, as well as, administer solicitation and evaluation process to ensure resulting contract will meet program needs and adhere to applicable rules, regulations and guidelines, and fiscal objectives.
•Serve as liaison between program units, vendors and control agencies on contract issues such as updating specifications.
•Ensure accurate execution of all documents needed for the procurement record; answer technical questions, and resolve problems.
•Perform reviews of contract implementation and performance such as price adjustments, amendments, contract interpretation and problem resolution.
•Seek guidance from supervisor and control agencies, when necessary, to properly implement contracts or guide program personnel.
•Oversee both the Agency Minority & Women Owned Business Program and the Agency Service Disabled Veteran Business Program; submit required reports; ensure accuracy of reported data; formulate and submit required Annual Goal Plan for both programs.
•Manage and track multiple grant contracts and work cooperatively with Budget staff to meet program requirements.
•Document major and/or complex issues or problems and refer as appropriate.
•Ensure work conforms to agency and statewide purchasing policies and/or agency requirements or needs.
•Monitor workflow processes for opportunities to increase efficiency and purchase order balances as assigned.
•Independently review invoices to ensure contract compliance and approve/disapprove contract payments and other related financial documents.
•Complete tasks and transactions in the Statewide Financial System including but not limited to purchase order development.
•Work in conjunction with program staff and vendors to plan agency-wide events such as the annual Managers Forum.
•Maintain and reconcile an agency purchasing credit card for assigned purposes/expenditures.
•Maintain lists of supplemental agency staff obtained through State contract such as temporary staff or hourly-based information technology services staff. In addition, the incumbent will monitor and reconcile invoices and payments associated with supplemental staff.
•Develop, enter, and track agency spending requests through the Agency Spending Controls Application (ASCA) including but not limited to travel requests.
•May supervise a Contract Management Specialist 1 and other purchasing staff.
•Perform other duties as assigned.
•5% Travel Required.
