Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, G-23, position in the Office of Quality Improvement, External Review Unit. The incumbent of the Mental Health Program Specialist 2 position will provide guidance and interpretation to OMH Psychiatric Centers regarding the regularly changing 1200+ Hospital and Behavioral Health standards set forth by The Joint Commission (TJC), as well as the Centers for Medicaid and Medicare Services (CMS) Conditions of Participation (CoPs).
Regular travel is required.

Specific duties include, but are not limited to:

•Work collegially with OMH leadership, facility staff, and coworkers to establish and maintain good working relationships
•Participate in statewide workgroups designed to develop agency approaches for complying with standards
•Develop training materials and provide education and presentations, either independently or as part of a group, to facility staff, Quality Directors, Facility QDs, facility leadership, and others as indicated.
•Administrative functions

•Assist with processing survey fees
•Special projects as assigned
•Effective communication in person, over the phone, via Webinar, and in writing
•Make recommendations verbally and in writing to facility executive and cabinet-level staff concerning policy and procedure changes necessary to meet OMH, The Joint Commission (TJC), and CMS standards.
•Explain and interpret clinical and regulatory expectations and requirements.
•Aid facility leadership strategize on survey issues and interface with surveyors
•Contribute expert information and sound judgment in workgroups and meetings
•Act as liaison between OMH facilities, TJC, and other surveyors, to facilitate the survey process.
•Maintain a knowledge base to assist facilities in maintaining a state of ongoing survey readiness
•Attain and retain current knowledge of new and existing TJC standards and CMS requirements.
•Plan, coordinate, and provide onsite technical assistance and readiness assessments, follow up and focused reviews to each assigned facility.
• Review facility policies, chart documentation, and other processes for compliance with regulations.
•Research new and revised TJC standards and CMS requirements and use this information when
•Preparing responses related to clarifying and interpreting these expectations,
•Providing input on the creation of chart forms, guidelines, audit tools, and other documentation to assist with ongoing survey readiness,
•Reviewing data patterns and trends, and
•Preparing educational presentations
•Attend TJC and Centers for Medicare and Medicaid Systems surveys to monitor the survey and assist facility staff as needed.
•Report writing and review
•Completion of survey readiness reports following departmental writing format and in a thorough, accurate, comprehensive, and timely manner.
