Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Applicants must have a New York State Professional Engineer's license and current New York State Education Department registration AND one of the following:
• qualifying bachelor's degree or higher as listed below, OR
• one year of full-time qualifying experience as listed below.
Qualifying degrees: Architectural Engineering, Architectural Engineering Technology, Building Engineering, Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: New York State Professional Engineer's license and current registration and one year of full-time engineering experience related to construction project supervision of the structural and architectural elements of the building.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 24 or above and eligible for transfer under Section 70.1* of the Civil Service Law.

Non-Competitive Promotion (NCP) Qualifications:
Permanent 52.7 Non-Competitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. Candidates interested in an NCP must meet the following qualifications and must not have failed the last holding of the promotion examination for the title listed above: Current NYS Office of General Services employee with one year or more of qualifying permanent service as an Assistant Engineer (Civil/Construction) *.
*Possession of a NYS Professional Engineer’s license with current registration is required.
Duties Description • Perform professional engineering duties related to design, project budget, estimates, work plans and contract changes.
• Provide project oversight to ensure work conforms to accepted engineering standards.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
• Some travel is required.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
CONTINUED EMPLOYMENT: Applicants appointed to a Professional Engineer title must maintain their licensure and registration of their Engineer license with the New York State Education Department for their continued employment.
