Minimum Qualifications NON COMPETITVE
Seven years of experience providing professional administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

OR

1 year as a Commission Operations Analyst 1 (Civil Service).
PREFERRED QUALIFICATIONS
• One year experience as Secretary for Civil Service Commission Operations, G-18.
• Experience processing Notice of Proposed Rule Making and Notice of Adoption for publication in the NYS Register and notification to Legislative Leaders, Government Officials and Legislative Bill Drafting Commission.
• Experience in processing leaves of absences, reinstatements, and merit awards.
• Understanding of the Civil Service Commission jurisdictional classification and appeal process.

Duties Description Commission Operations: The Office of Commission Operations reviews, analyzes, and provides recommendations on matters presented to the Civil Service Commission, providing an independent assessment on a wide range of state and local requests. As State agencies continue to adapt and modernize, this position will help ensure all requests are reviewed and processed in a timely fashion be brought before the Civil Service Commission to help meet the state’s changing workforce needs.
The Commission Operations Analyst 2 will be reporting to the Commission Operations Analyst 3(Civil Service), M-2, and Manager (Commission Operations), M-4, this position will be assigned to the Commission Operations (State) section of the Division involving operations of the New York State Civil Service Commission and assistance for 60 State agencies operating throughout New York State. The incumbent will provide a wide variety of duties which include but are not limited to:

• Research and prepare jurisdictional classification requests of positions in the classified service for presentation at monthly Commission meetings.
• Prepare leaves of absences, reinstatements, Section 55b/c and merit awards for presentation to the Commission.
• Assists in drafting of Commission decisions of appeals.
• Analyze, assess and evaluate appeals from administrative decisions of DCS.
• Prepares title structure changes, additions and deletions to the appendices of the Rules for the Classified Service.
• Assist in drafting written responses to inquiries to the Commission.
• Work with senior DCS staff on jurisdictional classification requests, Commission appeals and requests for an earmark release.
• Research phi designation discrepancies, earmark release requests and internal controls reconciliation.
• Prepare requests for informal review when necessary.
• Maintain the website activities and databases associated with the activities of the Office of Commission Operations (State) Section.
• Prepare letters, memos and correspondence for the Commissioner, Manager, and Analyst signatures.
• Oversee the secretarial work flow of the office and supervises professional staff members under their direct report.
