Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4 (Systems Programming), salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Facilitate installation, configuration, and administration of FileNet system software, including FileNet Content Manager, IBM Content Navigator, IBM Datacap, and ECM System Monitor.
• Facilitate requirements gathering, development, testing, implementation, and support of IBM Content Navigator applications.
• Facilitate FileNet system code deployments via GitLab CI/CD.
• Facilitate data ingestion into the FileNet System.
• Monitor FileNet system communication, performance, and usage, and work with Chief Information Office (CIO) teams and/or vendors to mitigate issues.
• Create and maintain FileNet system documentation.
• Provide technical FileNet support to team members, business users, and integrators/developers.
• Lead efforts to troubleshoot FileNet system issues with business users, CIO teams, and vendors.
• Review CIO change requests to determine the impact to FileNet and work with other teams to coordinate efforts.
• Plan, architect, and implement FileNet System software upgrades and patches.
• Develop and implement a repeatable disaster recovery and failover process for FileNet data, content, and applications.
• Architect and facilitate the implementation of new FileNet objects, applications, and monitors.
• Supervise, assist, train, and mentor staff members.
• Assign work to staff members in support of business needs, system stability, and strategic enhancements.
• Be available after hours to support staff members, as necessary, when deploying applications or installing system patches or upgrades.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience administering a FileNet Enterprise system (1 year to less than 2 years).
• Demonstrated experience with FileNet Administration (1 year to 2 years).
• Demonstrated experience with AIX (Advanced Interactive eXecutive) (1 year to 2 years).
• Demonstrated experience with WebSphere Application Server (WAS) Administration (1 year to 2 years).
• Demonstrated experience developing and supporting FileNet Content Navigator applications.
• Demonstrated experience administering FileNet Datacap scanning.
• Demonstrated experience administering ECM System Monitor.
• Demonstrated experience with UNIX based systems.
• Demonstrated experience troubleshooting enterprise systems and determining where issues exist within system architectures.
• Demonstrated experience in analysis and design, and the ability to interact with both technical and business staff, including internal and external resources such as vendors.
• Demonstrated experience working directly with business units to facilitate defining and documenting business requirements and specifications.
• Demonstrated experience with technical and business end-user testing.
• Demonstrated experience with disaster recovery and fail over for enterprise systems.
• Demonstrated ability to effectively work in a demanding environment with multiple priorities and customers.
• Strong analytical and troubleshooting skills.
• Strong written and verbal communication skills.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
