Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS
Permanent: Candidates must have one year of permanent service in a title eligible for transfer under Sections 52.6, 70.1, or 70.4 of the Civil Service Law.

Candidates qualifying under the auspices of Section 70.4 transfer must possess a Bachelor's degree AND have a passing score on the current Professional Career Opportunities (PCO) exam (List #26-872) or the Public Administration Traineeship Transition exam (List #00-500) AND have a minimum of one year of permanent competitive or 55/b/c service in a title allocated at Grade 11 or higher. NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Training Specialist Trainee 1, NS (Eq to G-13) - A bachelor's or higher degree.

Training Specialist Trainee 2, NS (Eq to G-14) - A bachelor's degree and one year of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.

Training Specialist 1, NS (Eq to G-18) - A bachelor's degree and two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.

Duties Description Reporting to a Training Specialist 2, NS (Eq to G-23), the duties of the positions include, but are not limited to, the following:

• Develops and presents training courses within Canals’ training program.

o Coordinates with the Regional Canal Engineers and the NYPA Liaison for Technical Training to identify skill gaps within the current workforce and develops training presentations to address those gaps.

o Delivers and presents training programs to Canals’ workforce.

• Identifies and assesses specific training needs by observing and reviewing agency programs and by discussing staff and program requirements with program managers.

o Develops a training program to meet identified needs by determining course content, method of presentation and space and equipment requirements, and obtaining training materials and resources.

o Prepares proposals for training programs utilizing funds provided for in State and employee negotiated agreements, and for Managerial/Confidential training.

o Facilitates training courses by obtaining outside instructors or personally conducting courses and selecting audiovisual teaching aids.

o Reviews outside instructors’ lesson plans to ensure consistency with course outlines and training objectives.

o Prepares lesson plans for those courses conducted personally and/or by other instructors, ensuring content will meet training objectives.

o Evaluates training courses with questionnaires, review of work reports, or supervisory evaluation.

• Informs employees and program managers of available training and educational opportunities.

o Prepares and disseminates training announcements and information concerning educational opportunities.

o Provides specific information and course applications for those employees who may have a direct interest in a training course.

o Selects employees for training courses and educational opportunities based on relevance of courses to employee’s work, agency priorities, budgetary restraints, and class size.

• Assists program managers and supervisors in developing on-the-job training programs that will optimize performance.

o Reviews on-the-job training programs with supervisors to optimize required learning opportunities for employees.

o Recommends specialized training courses to correct problems or to familiarize staff with new programs, policies, or procedures.

• Provides fiscal and administrative oversight for training-related contracts by assisting with contract development, including solicitation and administration of requests for proposals.

• Provides technical assistance in developing and updating training policies, and updates training manuals using appropriate resources and with assistance and review by supervisors.

• Maintains a learning management system within Canals/NYPA to record compliance and analyze training needs.

o Records competencies and tracks employee compliance with bona fide job requirements such as Commercial Drivers Licenses, Professional Licensure awarded by the Office of Professions, etc.
