Minimum Qualifications MINIMUM QUALIFICATIONS:

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess a current 55 b/c eligibility letter and ONE of the following qualifications:
1. Bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;
2. Bachelors or higher level degree in any field AND four years of experience in computer related areas as described in #1 above;
3. Associates degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above;
4. Six years of experience in computer related areas as described in #1 above.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications:
1. Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist (ITS) 4. Under the direction of the Manager of Information Technology 1, the Information Technology Specialist 4 will lead TEACH system in analysis and design initiatives along with supporting agency needs. The incumbent will manage staff participating in all phases of the system development lifecycle in the areas of system analysis and design, system testing and quality assurance, business and technical documentation, and business and technical support. They will provide expertise in the management of data sources, present and future, to include integrations and access with shared applications and reporting platforms. Duties of this position include, but are not limited to:
• Analyzes proposed applications to determine whether they would require new hardware and/or database software products;
• Facilitates the gathering of business requirements and development of the appropriate deliverables including: Business Requirements Documents, System Requirement Specifications, Use Cases/User Stories, Data Flow and Business Process Diagrams, Screen Mockups, and QA Test Cases while utilizing Jira, SharePoint, and confluence;
• Collaborates on the evaluation of business/system processes, anticipates requirements, uncovers areas for improvement, and develops and implements solutions;
• Develops business process communications for IT staff, program staff and stakeholders;
• Analyzes the impact of system changes or business processes for stakeholders and developing strategies to support the transition;
• Conducts design reviews and addresses deficiencies;
• Leads development team utilizing Java within an Oracle environment;
• Utilizes Splunk for collecting logs;
• Performs code reviews and pull requests;
• Assists with supporting BPSS development team activities;
• Maintain the Credit Card and Check processing systems within the TEACH system;
• Work with Modernization team to identify and plan opportunities for partial system modernization;
• Schedules and assigns staff to write system documentation and train users on new business process functions; and
• Performs a full range of supervisory duties.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment.
