Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), itis expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Analyst Trainee 1: Bachelor’s degree or higher.
Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience. Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Senior Administrative Analyst, SG-18 level.

COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the appropriate eligible list for this location; or eligible to transfer under Section 70.1, 70.4 or 52.6 of Civil Service Law.

This position may be filled as a traineeship:
Trainee 1, equated to a grade 13: starting salary is $49,363.

Trainee 2, equated to a grade 14: starting salary is $52,198.

Successful completion of a two-year traineeship will lead to SG-18, starting salary $65,001.





Duties Description •Assist in the day-to-day personnel support activities including onboarding and offboarding of division staff.

•Communicate effectively via telephone, face to face contact and in writing with employees, supervisors, managers, and directors.

•Use various computer software programs to compile, track and analyze informational data and produce various reports, charts, and spreadsheets.

•Review, analyze and update division expenditure data.

•Participate in meetings to obtain data and information.

•Write and implement various division procedures.

•Train staff on new processes and procedures

•Identify improvement opportunities and recommend solutions.

•Adhere to the department's time and attendance requirements.
