Job Specifics
Duties Description The Senior Program Manager will oversee the Green Infrastructure and Resiliency Programs Unit within the Engineering Division. Reporting to the Director of Engineering, they will manage the technical and financial aspects of the unit, provide leadership to program staff, and ensure effective administration of multiple grant programs. The Senior Program Manager will serve as both a hands-on manager and a leader within the unit, balancing program development, oversight for multiple programs, and staff support.
Essential Duties
• Develop long-term program goals, performance metrics, and evaluation methods to assess and improve program outcomes
• Oversee the programmatic aspects several grant programs, including program development, disbursement request review, wire transfer approval process, and execution of grant agreements
• Ensure effective communication with grant recipients from project planning and development through construction completion and monitoring
• Coordinate with municipalities, non-profit organizations, and state and federal agencies to support successful program implementation
• Provide leadership, guidance and support to staff, including mentoring, coaching and performance feedback, to ensure timely completion of assignments and adherence to deadlines
• Develop and implement processes to ensure timely and accurate release of funds in accordance with EFC policies
• Participate in the development and maintenance of program guidance documents, webpage content, and related public-facing information
• Monitor program and project tracking systems to ensure accurate and timely data entry and reporting to both state and federal agencies
• Review application scoring processes for fairness, transparency, and alignment with program objectives
• Resolve project-related issues raised by staff, ensuring consistent application of program standards and effective stakeholder communication
• Represent the Corporation at relevant public meetings, conferences, and other events
• Assist in the maintenance and adherence to internal controls to ensure compliance with state and federal regulations and EFC policies
Minimum Qualifications Required
• Bachelor’s degree in environmental science, engineering, public administration or a related field or an equivalent combination of education and experience to successfully perform the duties of the position as determined by the Corporation
• At least five years of professional experience managing grants, programs or projects, including staff supervision
• Demonstrated experience with program development and management, and stakeholder engagement
• Valid New York State driver’s license, as travel is required
Preferred
• Familiarity with state and federal funding programs and requirements
• Experience with resiliency and green infrastructure programs

• Self-motivated and proactive, with the ability to set priorities and manage competing deadlines
• Strong decision making and problem-solving abilities
• Excellent written and verbal communication skills including the ability to explain technical information to diverse audiences
• Ability to work effectively in a team environment and foster collaboration across units and Divisions
• Strong customer service skills when working with municipalities, nonprofit organizations and other program stakeholders
Working Conditions and Physical Abilities
Work is performed in an office setting, with extended periods of sitting and fine motor skills required for computer use.
