Job Specifics
Minimum Qualifications Reachable for appointment on current Civil Service list for this title; or, one year of permanent competitive class service as an Associate Attorney; or, one year of permanent competitive class service in a title eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description The selected attorney will review, develop or edit contracts, RFPs, proposals and other agency agreements, including, but not limited to, the following lines of business: worker's compensation insurance claims, financial, investment, real estate and information technology agreements. The attorney must also ensure the appropriateness and legal sufficiency of these documents. The attorney will be required to advise contract administration and program staff on legal issues relating to NYS procurement and contracting in accordance with Workers' Compensation Law, State Finance Law, as well as directives from and oversight by the Office of the Governor, the Office of the State Comptroller, and the Office of the Attorney General.
The attorney should possess: experience negotiating and drafting complex contracts, knowledge of or ability to learn legal provisions for NYS contracts, for example, experience with New York State government procurement, and experience advising executive-level government officials on contract-related matters and ability to interface with executive level management. The preferred candidate will have demonstrated ability to research and present complex legal and factual information in plain language, by written and verbal communication. The attorney should identify the legal implications of contracting policies and procedures established by or used by the New York State Insurance Fund (NYSIF), such as the hearing of bid protests and debriefing requests.
