Job Specifics
Minimum Qualifications A Bachelor’s degree AND four (4) years of experience as a professional advocate or service provider in the field of rehabilitation, development disabilities, or mental health OR a Master’s degree in a human services field AND three (3) years of such experience.
Note: This is a non-competitive, policy influencing position, and the incumbent will serve at the pleasure of the appointing authority.
Duties Description The Office of Mental Health (OMH) is recruiting to fill an Advocacy Specialist 4, Grade 25, position in the Bureau of Cultural Competence. The Advocacy Specialist 4 will serve as the Bureau director and lead efforts to ensure that mental health services provided to consumers and families are culturally and linguistically competent and all service delivery systems effectively address treatment and service needs in a manner consistent with cultural, ethnic, linguistic and spiritual norms, beliefs, and values. The focal point of the Bureau’s work is to address disparities in service access and quality in an effort to eliminate cultural disparities.
Specific duties include, but are not limited to, the following:
• Provide technical assistance with the development and implementation of strategies promoting agency accountability for the movement of the system of care on cultural and linguistic competence.
• Collaborate with internal and external stakeholders to enhance the efficacy of culturally competent outcomes.
• Update and monitor cultural and linguistic compliance with the OMH Statewide Cultural and Linguistic Competence Strategic Plan and the Language Access Plan.
• Provide technical expertise to OMH Central Office, State run facilities, and satellite operations regarding effective strategies and support moving toward achieving and maintaining cultural and linguistic competence in policies, procedures, and service delivery.
o Serve as a resource to the system of care on cultural and linguistic competence, organizational change, and cross-cultural practice.
o Promote language access and identify resources for interpretation and translation services.
o Promote the use of appropriate and competent behavioral health interpreters and translators.
o Monitor and update translated agency web pages.
• Develop and provide training to OMH facility staff and local provider staff relative to providing
services that are in harmony with the norms and values of various cultural groups, and
to enhance the ability of staff to provide culturally and linguistically appropriate services.
• Develop and cultivate the Statewide and Regional Multicultural Advisory Committees, which are comprised of consumers, family members, local providers, State agencies, and other external stakeholders.
o Serve as a technical expert providing guidance to OMH leadership with regard to agency initiatives and programs for the purpose of reducing disparities in services and to identify ethnic minority populations and other underserved groups.
• Monitor the budget and research activities of the Cultural Competence Centers of Excellence and identify opportunities to support current OMH initiatives.
