Job Specifics

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Open Competitive examinations are:

Engineer Trainee, SG-18:

A bachelor’s degree in Civil Engineering; Civil Engineering Technology; Construction Engineering; Construction Engineering Technology; Construction Management Engineering Technology; Geotechnical Engineering; Hydraulics Engineering; Materials Engineering; Materials Science and Engineering; Metallurgical and Materials Engineering; Structural Engineering; Transportation Engineering; or Transportation Planning and Engineering.

OR

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

Preferred Qualifications:

If you are applying with proof of successful completion of the FE examination, preference will be given to applicants with one year of engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year you will advance to the title of Assistant Engineer Civil/Transportation, G-20. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Assistant Engineer (Civil/Transportation), G-20:

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination

Duties Description This position works under the direction of the Resident Engineer and the Regional Permit Engineer. This position is the first point of contact with the public wanting to do work within our Right of Way. This position requires a working knowledge of our policies and standards, strong customer service and organizational skills.

This position offers a variety of fields and administrative duties. The Highway Work Permit Engineer’s duties will include but not limited to being responsible for receiving and processing work permit applications from people wishing to do work in the Right of Way of State transportation facilities. In addition, the Permit Engineer will assist as needed with Residency operations and snow and ice management. The incumbent may be required to supervise operational staff.

Permit Engineers work with the public, consultant engineers, contractors and local government officials to provide them with guidance related to work they want to perform within our Right of Way. This includes evaluation of the proposed work, coordination of reviews by our Regional Groups (Traffic, Construction, Real Estate, Maintenance, Environmental, Materials, and Geotechnical) for policy and standards compliance and managing the permit process to assure that permits are issued in a timely fashion. Inspection and recommendation of acceptance of work in the Right of Way to the Resident Engineer are included duties, restricted vehicle permits as well as Major Highway Work Permits.

Additional duties will be discussed at the interview.

Responsibilities may also include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Additional Comments Qualified candidates must submit a copy of their Fundamentals of Engineering (FE) and have their degree in Civil/Transportation Engineering.
