Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Vocational Rehabilitation Counselor Assistant.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title SG-11 or higher deemed eligible to transfer under Section 70.1 of the Civil Service Law.

Provisional Appointment: If the eligible list contains fewer than three acceptors, a provisional appointment may be considered. For provisional appointment, you must:

Either 1. Be a qualified employee of the New York State Education Department and have had one year of permanent competitive, non-competitive, labor class, or 55b/c service in a position allocated to a grade 6 or higher;

Or 2. Possess a bachelor’s degree in social work, psychology, counseling, or vocational rehabilitation; OR 60 semester college credit hours and one year of qualifying experience; OR three years of qualifying experience.

For experience to be considered qualifying, the primary responsibilities of a position must have involved professional or paraprofessional duties in one of the following areas:

Either A – Providing direct services beyond routine personal care or supervision to physically, mentally, or learning disabled adults or adolescents in a rehabilitation program or facility. Qualifying examples include casework, counseling, daily living skills training, benefit advisement, or peer mentoring. Clerical duties such as answering the telephone or scheduling appointments are NOT considered qualifying experience;

OR B. – Providing vocational or educational services to adults or adolescents with physical, mental, or learning disabilities in the areas of assessment, counseling, job coaching, guidance, placement, or job development.

NOTE: The Civil Service examination for this title was administered in March 2018. In order to be considered for a provisional appointment, you must have applied and been approved to take the Vocational Rehabilitation Counselor Assistant examination.

Employees of ACCES-VR who are currently in a Vocational Rehabilitation Counselor Assistant position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services- Vocational Rehabilitation (ACCES-VR) is seeking candidates to fill two Vocational Rehabilitation Counselor Assistant (VRCA) positions in the Spring Valley Satellite and Queens District Office. The incumbent of these positions will perform a variety of paraprofessional tasks to support counselors as they provide vocational rehabilitation services to individuals with disabilities who are interested in becoming employed or retaining their current employment. Duties of this position include, but are not limited to, the following:

• Conduct intake interviews, review eligibility for financial assistance and monitor training records;
• Verify employment, which may require site visits to rehabilitation facilities, schools and training centers;
• Authorize necessary medical diagnostic examinations;
• Prepare financial and statistical records and reports;
• Prepare routine correspondence to consumers and their families, vendors and other agencies concerning consumer status and progress; and
• Schedule transportation, interpreters, readers and independent living services for disabled consumers.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be contingent permanent, permanent, or provisional appointments. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Limited travel will be required. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

*Leads to a maximum salary of $55,008, based on annual performance advances.
**Plus $3,026 annual downstate location adjustment.
