Minimum Qualifications Minimum Qualifications for Non-Competitive Appointments:

Bachelor’s degree and three years of professional research experience in the field of Biology, or Master’s degree and two year of professional research experience in the field of Biology, or doctorate in Biology.
Education and/or experience in microbiology preferred.

Duties Description The position of Research Scientist 2, located in Central Office in the Division of Materials Management, Solid Waste Management Facilities & Planning Section, will be responsible for the following:
1. Work with research institutions, regulated medical waste facilities and other entities that manage and treat highly pathogenic microbiological agents, new and emerging pathogens, food related infectious diseases, transgenics, regulated medical wastes and other infectious wastes.
2. Ensure that research biologists and toxicologists, academic research institutions, veterinarians, pharmaceutical manufacturers, and other entities working with regulated medical wastes and other infectious wastes, as well as first responders, trauma scene companies, and government agencies responding to a release of a microbiological agent (e.g., Ebola, Bacillus anthracis, etc.) are aware of regulatory requirements for the safe and proper management, treatment and disposal of regulated medical wastes and other infectious wastes.
3. Interact with facilities regulated by the Department and other government agencies to review and develop research projects, policies and procedures, and analyze data (for potential air and water pollution impacts, toxicity and efficacy for microbial inactivation) generated from studies used to evaluate the effectiveness of microbiological agent decontamination, waste treatment and disposal.
4. Evaluate and assist in developing local, state and nationwide bio-response planning; prepare guidance documents, new regulations and monitor compliance of facilities;
5. Assist the Department’s technical lead on issues related to regulated medical waste and other infectious wastes;
6. Represent the Department on task forces, professional societies or committees related to biosafety and bioresponse.
7. Work closely with local, State and federal agencies and their representatives in evaluating and preparing for situations requiring management of regulated medical waste and other infectious wastes. Critique draft submittals, coordinate input, draft evaluative correspondence, prepare and give presentations, and be involved in all phased of research.
8. Provide support for the development and maintenance of forms, reports, and guidance material, in coordination with other Sections in the Division, related to regulated medical waste facilities and other solid waste management facilities as directed.
9. Develop Commissioner policies, program policies, and internal operational or technical guidance documents, in coordination with other Sections in the Division, for interpretation and implementation of the Part 360 Series regulations.
10. Maintain and revise regulations pertaining to regulated medical waste and other program areas assigned to the Section.
11. Assist with special assignments that are needed to meet Bureau needs and goals.

Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel and overnight travel may be required.
