Transfer Opportunity:
Candidates must have one year permanent service as a Licensed Psychologist and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of Civil Service Law. In order to be eligible for 70.1 transfer candidates must have one year of permanent service in a title approved for transfer by the Department of Civil Service that is within two salary grades or one M grade of the grade 25 level. In addition, candidates must be licensed and currently registered to practice psychology in New York State;

Temporary Appointment:
Licensed Psychologist is a continuous recruitment examination. Candidates who are not on the eligible list may apply for this position and if appointed, will receive a temporary appointment. To qualify, candidates must be licensed and currently registered to practice psychology in New York State.
Candidates appointed temporary must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who are found not qualified or who do not receive a reachable score may not be retained.
Duties Description As a Licensed Psychologist, you would supervise and/or provide professional psychological services. In addition to assessment and treatment, your duties may include: clinical leadership; program management; forensic or court-ordered assessment, treatment and expert testimony; psychological services requiring expertise in neuropsychology, child and adolescent psychology, geropsychology, sex offense treatment, cognitive rehabilitation, trauma, and substance and/or chemical abuse programs; specialized assessment (functional, personality, risk, competency, vocational, education); design and application of behavioral technology and other specialized psychological interventions; individual, group or family therapy; crisis intervention; consultation to other agencies; training; and peer review.
In the program areas of Licensed Psychologist – Gender Services Unit, you may also perform the following duties: supervise psychological services provided by clinical staff and non-licensed psychology staff; evaluate information from mental health units, probation, parole, district attorneys' offices, etc.; provide evaluation, consultation, and psychotherapy for the treatment of gender dysphoria; provide high-quality, evidence-based psychological services to individuals in the custody of the New York State prison system and secure-forensic treatment facilities for patients who may identify as transgender, transsexual, or gender non-conforming; referral and coordination with specialty services; develop and conduct psychology-related training for all levels of direct care and clinical staff; and act as clinical consultants, provide direct treatment, and conduct psychological and risk assessments. Direct clinical services will in most cases be delivered through telemedicine, using state-of-the-art videoconferencing, from a Manhattan-based office location.

In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or federally-assisted program), you may be terminated from your employment.
If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.
Continued employment as a Licensed Psychologist is dependent upon current licensure and registration by New York State as a Licensed Psychologist. Loss of licensure and registration may result in removal from employment.
Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

This position is eligible for the Downstate Adjustment of $3,026.
