Job Specifics
Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:
• Budget Fellow I: $47,900 - A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.
• Budget Fellow II: $52,451 – A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.
• Budget Fellow III: $56,745 – A Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year of public administration. Eligible for annual salary increases based on performance.
Candidates should have strong analytical, written, and verbal communication skills; the ability to think creatively and strategically; and the ability to work independently and as a member of a team. Candidates are also expected to be proficient in the use of office technology and Microsoft applications.
Duties Description The incumbent will be a member of a three-person Energy & Agriculture Team in the Transportation, Economic Development, Environment an Energy Unit, responsible for agricultural agencies and issues. Specifically, the incumbent will be responsible for the Department of Agriculture and Markets, Greenway Conservancy for the Hudson River Valley, Hudson River Valley Greenway Communities Council and the Green Thumb Program.
The incumbent’s assignment will include:
• Develop and review budget and programmatic recommendations;
• Facilitate and monitor budget execution activities;
• Represent the Division in meetings with agency and authority fiscal and program staff;
• Draft legislation and bill memorandums; and
• Track revenues, disbursement and staffing against fiscal and personnel plans, providing periodic reports to management and other functions, as assigned.
