Minimum Qualifications Senior Accountant, Grade 18:
Eligible for lateral transfer or eligible for 70.1 transfer by having one year of permanent competitive service in an appropriate title.
OR
Accountant Trainee 1, NS:
Eligible for lateral transfer or eligible for 70.1 transfer by having one year of permanent competitive service in one of the following titles.
If qualifying for either the Senior Accountant or Accountant Trainee 1 based upon service in one of the transferable titles included in the attached links, with an asterisk (*SPL), you must submit a list of qualifying coursework with your application that shows you have 24 semester credit hours in accounting, auditing, or taxation. You must provide the course name, the number of semester credit hours received, and the name of the accredited college or university attended. Although you may have received credit for courses such as business law, economics, statistics, or finance as part of your accounting curriculum, these courses cannot be counted toward the required 24 semester credit hours. You may also provide college transcripts. Include separate undergraduate and graduate transcripts for each college attended. If contacted for an interview, you will be required to provide a copy of your college transcript(s) in order to verify statements made in your resume. Official or unofficial copies will be accepted.
Note: Candidates who are currently on the eligible list for the Senior Accountant/Accountant Trainee 1 in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.
Duties Description This field position provides technical assistance and fiscal oversight to Social Services Districts throughout New York State. The Senior Accountant/Accountant Trainee will conduct on-site reviews of district claims submitted for reimbursement and the related source documentation to verify the claims are prepared in accordance with Federal and State regulations. Additionally, the incumbent will perform Supplemental Nutrition Assistance Program (SNAP) management evaluation reviews by sampling and examining reports submitted to USDA to check that proper procedures are being followed by district staff. The incumbent will provide technical assistance and training for district staff. Types of training may include proper accounting for district transactions, bank reconciliation of the district Child Support bank account, and use of various Agency fiscal and payment systems. In addition to on-site assistance, fiscal guidance is provided in response to phone and email inquiries. The incumbent will also be responsible for reviewing new policy directives and manuals for district impact.
Specific duties will include, but are not limited to:
• Conduct on-site Claims Reviews and SNAP Management Evaluation reviews
• Ensure effective district fiscal controls are in place
• Monitor and review district claims
• Assist districts with periodic review of financial information to maximize reimbursement
• Follow-up with districts on questions, training needs and claiming corrections
• Document claims review and SNAP management evaluation findings
• Prepare written correspondence to districts detailing findings and corrective action
• Develop and deliver training on various financial systems used by district staff
• Prepare and deliver presentations for delivery at annual fiscal training sessions
• Provide technical assistance to district staff on various financial systems and accounting functions
• Read and become familiar with agency directives and fiscal reference material.
Additional Comments A full-time, permanent appointment will be made. Travel is required. Travel includes areas that may not be served by public transportation. The amount of travel is estimated at 50% and includes both day trips and overnight stays. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Salary for Accountant Trainee 1 is $45,455.
