Duties Description Under the supervision of a Human Resources Specialist 2, the incumbent will perform the following essential functions:
• Advise Department supervisors and managers on the appropriate means for dealing with employee performance or behavioral problems which impact on the work situation. Interprets the terms of the negotiated agreements, department policies, attendance rules and Civil Service Law as they may apply to the situation. Conducts investigations using interviewing and interrogation techniques. Advice may include recommendations for counseling or discipline, additional training, a referral to the Employee Health Service for a fitness exam, a referral to the Employee Assistance Program, or other action as appropriate.
• Prepare notices of discipline in accordance with the union contracts and serves as the State's advocate throughout the disciplinary process. Participates in meetings with the State's principals and conducts agency level meetings. Acts as the State's advocate, or assists in formal administrative hearings, including the development of evidence and preparation of witnesses.
• Interact with managers/supervisors and employees/employee organizations to resolve potential grievances. Mediates disputes and attempts to resolve problems at the lowest possible level. Advises first step reviewer on the appropriate response to a formal grievance, as well as the contractual requirements. Conducts second step grievance meetings and writes agency level decisions. Assists GOER in obtaining information for third step review or grievance arbitration.
• Review performance evaluations and hears appeals of unsatisfactory ratings at the agency level. Provides advice and guidance to managers, supervisors, union representatives and employees about the performance evaluation process.
• Advise program staff on classification matters; research and analyze requests for new positions, reclassifications, reallocations and related classification matters, and recommend appropriate action; prepare classification requests and supporting documentation.
• Advise program staff on matters relating to filling jobs, assigning staff, employee status, probation, reduction-in-force, and related staffing areas as necessary, obtaining policy and legal interpretation and/or approval of desired approach from supervisory or Civil Service staff.
• Develop and administer decentralized examinations and coordinate Department participation in specific centralized exams; obtain Civil Service approval of job analyses, exam scopes, announcements, questions, and examiners.
• Research and prepare correspondence in response to inquiries from employees and the public.
• Handle special assignments such as developing and/or administering new programs, conducting recruitment drives, conducting special studies, participate on task forces, present personnel training courses, etc.
• Participate in the development and delivery of supervisory training as it relates to human resources issues.
• Travel occasionally, as required.
Adhere to the time and attendance rules of the department.
