Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 2.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant, Associate Auditor, Associate Internal Auditor, Contract Management Specialist 2, Management Specialist 2, or Program Research Specialist 3 Economics Finance.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Provisional Appointment: If the eligible list has fewer than 3 acceptors, a non-permanent provisional appointment may be considered. For a non-permanent, provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1, Senior Accountant or Senior Budgeting Analyst.

Duties Description The New York State Education Department’s (NYSED) Office of Financial Administration and Budget is seeking candidates for an Education Finance Specialist 2 position. Duties of this position include, but are not limited to, the following:

• Manage Statewide Financial System (SFS) payable systems and reports to ensure payments are made in compliance with all federal and State regulations;
• Certify that all revenue is deposited into the proper accounts and reconciled within all applicable State regulations and time frames, and utilize SFS accounting systems and reports;
• Coordinate all interagency payments, including payments and revenue for services provided by NYSED and services provided by other State agencies;
• Support the development of the Department’s annual indirect cost plan, including detailed analysis of financial system reports;
• Oversee the reconciliations for the Department’s advanced and revenue bank accounts; and
• Supervise professional and clerical staff, as appropriate.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or non-permanent provisional appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $92,693 based on annual performance advances.
