Job Specifics

Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have five years of offset printing equipment operating experience including one year of experience which must have been at the supervisory level OR one year of permanent, non-competitive service as a Print Equipment Operator 3.

Duties Description The New York State Education Department’s (NYSED) Office of Facilities and Business Services is seeking candidates for a Print Operations Supervisor position. The incumbent of this position will oversee the Production Unit in NYSED’s printing plant. Duties of this position include, but are not limited to, the following:

• Assist the Print Operations Manager to determine how and where specific department printing work will be assigned based on availability of equipment, cost efficiency, customer due dates, technical capability of the equipment, price and other special needs;
• Directly supervise the print plant and warehouse staff;
• Assist the Print Operations Manager to assign work to printing and warehouse staff, review production schedules, and make decisions to adjust schedules for priority printing;
• Assist the Print Operations Manager to determine where specific work should be assigned, based on a variety of key measures;
• Review all new printing requests, including outside work, to ensure deadlines are met;
• Oversee digital printing services for computer to plate processing, including all digital printing machines, scanners, digital front-end equipment and digital web press technologies;
• Provide technical support and training of printing technologies;
• Work directly with customers to determine timelines, cost estimates, and recommend printing options, and follows jobs through to completion, keeping them on time and within budget;
• Assist the Print Operations Manager to determines where materials will be printed to ensure the most cost-effective and timely options are used to maximize efficiency of the presses, high-speed digital machines, and staff;
• Review completed work and check production for quality control;
• Troubleshoot equipment, analyze and determine if there are deficiencies, recommend solutions, and work with staff to correct deficiencies in the production line and equipment;
• Review equipment usage and functionality to determine if machines are fully utilized and operational;
• Oversees preventative maintenance programs and call service providers as necessary to ensure optimal equipment efficiency;
• Maintain equipment logs and repair logs, and monitors service calls and maintenance contract compliance;
• Collaborate with the Print Operations Manager to develop depreciation schedules and recommend replacements;
• Monitor inventory of stock and other supplies on an ongoing basis, and review inventory control measures to ensure the best practices are being used and that materials are within recommended shelf life;
• Purchase supplies for the unit and prepare purchasing requisitions;
• Communicate with customers to clarify job requirements and ensure deadlines are met;
• Oversee job entry and charge-back systems to maintain workflow and guarantee charge-backs are current and accurate;
• Collaborate with NYSED’s contracts unit to establish contracts with outside vendors for printing services that are deemed not appropriate or cost-effective for the Production Unit, and monitors these jobs through to completion, to ensure the jobs are kept on time and within the contracted price;
• Oversee the maintenance of production and fiscal data for the Production Unit for NYSED databases, prepare quarterly reports for production and fiscal analysis, prepare production records and reports on chargeable hours, and aid in development of new charge-back rates;
• Update management and all staff on rapidly changing technologies to streamline production and enhance services offered by the Production Unit;
• Maintain knowledge on all system operations, electronic transfers, software programs, and interactive program functionality;
• Review and research current literature on industry standards, new, and emerging technologies;
• Attend training programs as necessary to ensure staff and equipment are operating at maximum capability; and
• Schedule appropriate training for staff with in-house training services or outside vendors as necessary.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, non-competitive appointment. Promotions and transfers may change appointee’s negotiating unit. *Leads to a maximum salary of $61,229 with annual performance advances.
