Job Specifics
Minimum Qualifications For Accountant Trainee: 1) Current Department of Health or NYS employee with one year of permanent or contingent-permanent service in a title equated to G-13 or above, and deemed eligible for transfer to Accountant Trainee 1 under section 70.1 of the Civil Service Law.
For Senior Accountant: 1) Current Department of Health employee with permanent or contingent-permanent status as a Senior Accountant OR 2) Current NYS employee with one year of permanent or contingent-permanent service as a Senior Accountant OR 3) Current NYS employee with one year of permanent or contingent-permanent service in a G-18 title designated as eligible for transfer to Senior Accountant under section 70.1 of the Civil Service Law
Note on special additional requirements: Candidates must have a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing and/or taxation courses in order to qualify. If selected for interview, candidates will be required to submit proof of possession of the required degree and course credits at the time of interview. (Courses such as business law, economics, statistics and most finance courses are NOT considered qualifying.)
PREFERRED QUALIFICATIONS
Strong organizational and analytical skills; fluent in computer skills such as Microsoft Word and Excel; familiarity with Medicaid concepts; strong written and verbal communication skills; familiarity with the Statewide Financial System (SFS).
Duties Description Under the general direction of the Associate Accountant, the Senior Accountants will work with other staff responsible for Medicaid Accounts Payable. The incumbents will liaise regularly with other State agency stakeholders to ensure the proper recording of payments, in both the Medicaid MMIS system and SFS. The incumbents will be responsible for reviewing payment requests, ensuring they conform to unit requirements, and processing them via the MMIS and/or SFS. The incumbents will work with the Business Service Center, Office of State Comptroller, the Bureau of Budget Management and the fiscal agent. The incumbents will also assist in updating procedure documents, payment request forms and development and implementation of new processes. The Senior Accountants will perform various other duties associated with monitoring escrow accounts, reconciling system ledgers, querying fiscal databases such as AnalyzeNY, and maintaining adequate documentation for audit inquiries.
