Job Specifics
Minimum Qualifications Current Office for the Aging employee employee with permanent, contingent-permanent or 55b/c service as a Senior Attorney and interested in reassignment; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 23 or above and eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law. Admission to the New York State Bar is required.

Duties Description Under the general direction of the Counsel for the New York State Office for the Aging (NYSOFA), the Senior Attorney’s duties will include drafting and reviewing contracts, grants, interagency agreements and ensuring the appropriateness and legal sufficiency of these documents. The Senior Attorney will also be involved in providing analyses and interpretations of federal, state and local laws, rules and regulations, policy and procedure for programs administered by NYSOFA. The Senior Attorney will assist fiscal and program staff with legal issues relating to procurement, procurement integrity and contracting.
It is anticipated that this position will require approximately 5% travel, including some overnight.
SPECIFIC DUTIES: (Illustrative only)
• Provide analyses and interpretations of federal, state and local laws, rules and regulations, policy and procedure, including the Older Americans Act and the Elder law, for programs administered by NYSOFA.
• Draft and review contracts, grants and interagency agreements and ensure the appropriateness and legal sufficiency of these documents.
• Review Area Plans and their updates, Annual Evaluations and other documentation from local grantees, including area agencies on aging, for legal sufficiency and compliance.
• Assist with the development of Requests for Application, Requests for Proposal, and grant applications.
• Assist with legal issues related to procurement and procurement integrity issues.
• Assist in the development, revisions and updating of regulations pertaining to programs administered by NYSOFA.
• Review and update agency policies, procedures and issuances related to federal and state requirements and initiatives.
• Identify and provide recommendations regarding federal laws, policies, regulations and court developments that may impact NYSOFA and the programs it administers, as well as older adults and their caregivers.
• Conduct legal research and draft correspondence.
• Perform other tasks as assigned by the General Counsel.
