Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Training Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment.

Section 52.6 Transfer to Training Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated at salary grade 16 or higher deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Section 52.6 Transfer to Training Specialist Trainee 1: Candidates must have one year of permanent competitive or 55 b/c service in a qualifying title allocated at salary grade 11 or higher deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Section 70.1 Transfer to Training Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated at salary grade 16 or higher deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Training Specialist Trainee 1: Candidates must have one year of permanent competitive or 55 b/c service in a qualifying title allocated at salary grade 11 or higher deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer: Candidates may be eligible for nomination for Section 70.4 transfer to Training Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list.

*Leads to a maximum salary of $71,980 with annual performance advances.

Duties Description The New York State Education Department’s Office of Human Resources Management (OHRM) is seeking candidates for a Training Specialist 1 position. This Office provides personnel services, staff development, labor relations, and employee benefits to staff in various program areas within the Education Department. The incumbent of this position will develop, administer, and present segments of an agency training program designed to improve the on-the-job knowledge and abilities of clerical, technical, supervisory and administrative personnel. Duties of this position will include, but are not limited to, the following:

• Identify specific training needs of the Department;
• Develop, administer, and present specific training courses designed to improve on-the-job knowledge, skills, and abilities of personnel;
• Evaluate training courses;
• Update existing Department databases and running reports, as needed;
• Serve as one of the Department’s primary administrators for the Statewide Learning Management System (SLMS);
• Maintain Department content and course catalog on SLMS;
• Prepare training announcements;
• Plan and coordinate the Department’s employee recognition programs;
• Assist with the Department’s compliance with the Joint Commission on Public Ethics (JCOPE) required training activities; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. The salary listed above applies to candidates appointed to Training Specialist 1, salary grade 18. The hiring rate for candidates appointed to Training Specialist Trainee 1 starts at $42,986 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Training Specialist 1 upon successful completion of a two-year traineeship.
