Job Specifics
Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service eligible list for the title;
OR
Transfer Opportunity - Candidates must have one year of permanent competitive or 55-b/c service as a Health Information Management Administrator, Grade 17, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service a title approved for transfer;
OR
Temporary Appointment - Health Information Management Administrator 1 is a continuous recruitment examination. Candidates who are not on the eligible list may apply for this position and if appointed, will receive a temporary appointment. Candidates not on the eligible list must apply for this examination with the Department of Civil Service.
To qualify:
Candidates must be currently certified by the American Health Information Management Association as a Registered Health Information Administrator (RHIA);
OR
Be currently certified by the American Health Information Management Association as a Registered Health Information Technician (RHIT) AND have two years of full-time professional (post RHIT) health information management experience*.
Candidates appointed temporary must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not receive a reachable score may not be retained.
*Professional health information management experience must include: reviewing medical records with physicians, coding and indexing diseases and operative procedures, compiling statistics required for hospital service analysis, and responsibility for all technical aspects of the implementation of a facility health information management program.
Duties Description As a Health Information Management Administrator 1, you would analyze diagnostic and therapeutic records of medical cases; plan and implement or maintain a system for acquiring and preserving patient records which are used for administrative, training, reference and research purposes, and train and supervise subordinate staff in the facility medical records department. You may also act as assistant to higher level administrators.

In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program.) If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
If appointed, you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Indentifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. IF you are appointed and lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.
Continued employment as a Health Information Management Administrator 1 is dependent upon current certification as an RHIA or RHIT. Loss of certification may result in removal from this position.
Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and will be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

This position is eligible for a Downstate Adjustment of $3,026.
